Description
Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet and Industrial Supply Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide Expeditionary Equipment Readiness support. The proposed contract is a single award, Firm Fixed Price (FFP) contract, with a base year and two one-year option periods to commence approx. 01 September 2011. The Government plans to procure these services as Commercial Item as defined in FAR 2.101. The primary place of performance is Maritime Expeditionary Security Group Two (MESG 2) Building 1624 Burtons Point, Portsmouth VA. 23709. However, support personnel may be required to travel to other MESG-2 Commands, training locations and forward deployed locations. Locations include, but are not limited to: Portsmouth, Williamsburg, Yorktown, Norfolk, VA, Jacksonville, FL, Newport, RI, Groton, CT, Charleston, SC, Annapolis, Md., Earle, NJ, Toledo, OH, Milwaukee, WI, Fujairah and Jebel Ali, United Arab Emirates, Kuwait Naval Base (KNB), Republic of Panama, Rota Spain, Djibouti Africa and other OCONUS locations as designated. The NAICS Code for this requirement is 541330, Engineering Services, and the Size Standard is $4.5M. The Firm Fixed Pricing of this requirement will be for the purchase of contractor on-site equipment readiness support. Reponses to this Sources Sought request should reference N00189EERS and shall include the following information in this format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. Summary of technical expertise, as it relates to the draft PWS. Summary must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement. Standard company brochures will not be reviewed. Summaries should not regurgitate the draft PWS, but clearly articulate the understanding of, familiarity and your company ™s capability to perform the specific task requirements. 5. Relevant past performance on same/similar work dating back 5 years and your company ™s capacity to perform the type of work. Submissions are not to exceed five (5) standard typewritten pages in total. All technical questions and inquiries maybe submitted within the response. 6. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. A draft PWS, draft is posted in this notice for your reference. 7. Additional information required to submit a firm-fixed priced proposal, if a solicitation is issued. Responses should be emailed to Jill Joscelyn at jill.joscelyn@navy.mil by 02 May 2011. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any.
