Description
This is a Sources Sought Notice for written information only. The U.S. Department of Housing and Urban Development (HUD), Office of Policy Research and Development, is conducting a market survey to determine the availability and technical capability of potential large and small businesses in preparation for a future procurement. This is not a solicitation announcement for proposals and no contract will be awarded from this notice. All information and any follow-up information must be furnished at no cost to HUD. All interested concerns must respond to a future solicitation announcement separately from responses to this market survey. HUD has a need for a contractor to use a randomized controlled experimental model to compare the current rent structure in the Housing Choice Voucher Program to alternate structures at multiple locations. The primary goals of the demonstration are the following: (1) create incentives for residents to increase earnings and (2) increase administrative efficiencies and improve the financial status of selected Public Housing Agencies resulting in the capacity to serve more families. The potential contract performance period is five years. All interested concerns are invited to submit a capability statement referencing Sources Sought Number R-CHI-0049 and must not be longer than 10 pages in length. Specific areas to be addressed in capability statement are as follows: 1. Name, address and DUNS number of Organization. Point of Contact with name, title, telephone number and email address. 2. The size and type of business as listed under www.ccr.gov. •2. 3. Organization's ability, knowledge, experience and personnel to perform the study described above. Pamphlets and brochures will not be considered responsive to this notice. 4. List of three organizations for which the same or similar types of services have been previously provided within the last three years. Include contract/project title and number, dollar value and name, title, telephone and email address of customer. Responding concerns must provide two copies of their capability statement to: Patricia Leseman, Contract Specialist, U.S. Dept of Housing and Urban Development, 920 Second Avenue S, 13 th Floor, Minneapolis, MN 55402 no later than 3:00 PM CDT on Tuesday, April 12, 2011. Email and facsimile copies will not be accepted. Respondents are advised that HUD is under no obligation to acknowledge receipt of the capability statement or provide feedback to the respondent.
