Description
Attachment 2, LTE Network Analyzer Solution Matrix Attachment 1, Specifications for LTE Network Analyzer Solution (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, Test Program for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NT910000-11-02554MEC. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 334515; the small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN 0001 Long-Term Evolution (LTE) Network Analyzer Solution (VI) Description of requirements is as follows: The Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS) on the behalf of the National Institute of Standards and Technology/Office of Law Enforcement Standards (NIST/OLES) has a requirement for an LTE Network Analyzer Solution in accordance with the Attachment 1, Specifications for LTE Network Analyzer Solution. (VII) Place of delivery is National Telecommunications and Information Administration, (NTIA), Institute for Telecommunications Sciences (ITS), 305 Broadway, Boulder, Colorado 80305. Delivery shall be FOB Destination and Offerors shall state offered delivery. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008) Quotations should include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary in accordance with (b) (4) Submission of Offers. In addition to written price quotes, offers shall provide the completed Attachment 2, Specifications for LTE Network Analyzer Solution Matrix, descriptive literature that includes warranty, training, software updates and customer support information. (IX) FAR 52.212-2 Evaluation - Commercial Items (JAN 1999), applies to this acquisition. Award under this acquisition will be made to the Offeror submitting the lowest priced technically acceptable quotation. Paragraph (a) is hereby completed as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered: Factors in relative order of importance are: 1. Technical capability of the item offered meeting the Government requirement specifications detailed in Attachment 1, Specifications for LTE Network Analyzer Solution. 2. Price Technical capability is more important than price. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (MAR 2011), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun 2010), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAR 2011) applies to this acquisition. The following clauses under subparagraph (b) apply: (1), (4), (6), (20), (21), (22), (23), (24), (25), (26), (27), (28), (33), (37), (40) and (42). The following clauses under subparagraph (c) apply: none. (XIII) The following clauses are also applicable to this acquisition: CAR1352.246-70 Place of Acceptance, (APR 2010) (a) The Contracting Officer or the duly authorized representative will accept supplies and services to be provided under this contract. CAR1352.201-70 Contracting Officer's Authority (APR 2010) The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
