Description
NO TELEPHONE, FASCIMILE, E-MAIL AND OR WRITTEN REQUEST FOR SOLICITATION OR POSTING STATUS SHALL BE ACCEPTED. THIS SOLICITATION WILL BE SOLICITED ON AN UNRESTRICTED BASIS WITH FULL AND OPEN COMPETITION. Construction services are required for a design-bid-build construction project H106 Navy Family Housing at US Naval Base, Guantanamo Bay, Cuba. The work includes, but is not limited to, the following: This project demolishes 71 masonry-constructed, deteriorated housing units and constructs 71 replacement family housing units and associated site work to include replacement of utilities and repair of the roads at Mobile Point, Iguana Terrace, Caravella Point, Evans Point, Marina Point and Marine Site neighborhoods for company grade and field-grade officers and civilian equivalent personnel supported by Naval Station, Guantanamo Bay, Cuba. Procurement Method is Contracting by Negotiation. This procurement will utilized the best value source selection using the tradeoff source selection process, requiring the submission of both technical and price proposals for evaluation by the Government. This procurement is solicited on an unrestricted basis with full and open competition. All acceptable and responsible sources may submit an offer which will be considered by the Government. The Government does not intend to use FAR Part 12 for this acquisition. Estimated cost is more than $10,000,000 million. The contract completion schedule is 720 calendar days from date of award. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors shall submit with their offer a bid bond of $3,000,000 or 20% of the contract amount. An electronic copy of the solicitation will be available in FedBizOpps (FBO) at www.FBO.gov on or about 19 April 2011. Offerors can view and or download the solicitation, and any attachments, at https://www.neco.mil when it becomes available. Printed copies of the solicitation will not be issued. Interested parties must register with FBO or NECO to obtain access to the solicitation. Registration instruction can be found on the FBO or NECO websites. Contractors are required to register and maintain yearly updates to ensure active registration in the Central Contractor Registration (CCR) database. For information on CCR access the website at http://www.ccr.gov. Prospective offerors shall have an active registration in CCR prior to the award of any Federal Government contract. Offeror submitting a proposal must complete the On-Line Representations and Certifications (ORCA) application in the database at http://orca.gov.
