Description
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to issue a contract for commercial services in accordance with the procedures in FAR Part 13.5. This procurement is being advertised as a 100% Total Small Business Set-Aside under NAICS 561622 (size standard: $5.0M) and is a follow-on to contract N66604-06-C-1299 with Aquidneck Lock & Security Systems. The commercial services required under this procurement include: combination change services, emergency combination change services, maintenance, repair, and installation of door locks and cores, key cutting, and safe/vault drilling. The contract will include Firm Fixed Price provisions and a Period of Performance from 1 JUN 2011 to 31 MAY 2012 with (4) additional option years. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors “ Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation “ Commercial Items. Evaluation factors are technical capability, price and past performance (technical capability and past performance significantly more important than price). Award will be made on a Best Value basis. FAR 52.212-4 - Contract Terms and Conditions Commercial Items, 52.212-5 - Contract Terms and Conditions required to Implement Statutes or Executive Orders Commercial Items, and DFARS 252.212-7001 - Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The Service Contract Act applies. The following addenda or additional terms and conditions apply: offerors are required to obtain Personnel and Facility Clearances prior to contract award due to the nature of these services that require access to classified information on the first day of performance; tailored provisions and clauses will be included in the RFP. DPAS rating DO-C9 applies. The solicitation will be released NLT 18 APR 2011. Any interested party may submit an offer which will be considered.
