Description
This is a Sources Sought notice to support the Drug Enforcement Administration's (DEA) Office of Information Systems. The purpose of this Sources Sought notice is to gather information regarding communications data collection and analysis software that meet the requirements discussed below. REQUIREMENTS The DEA Office of Information Systems is seeking information from potential sources for a complete communications data collection Software Suite for state-of-the-art Communications Assistance for Law Enforcement Act (CALEA), or subsequent legislation compliant software, to conduct technical telecommunications investigations which involve TOLL, DNR, Wire, Title III, and internet intercepts, Geographical Information System (GIS) Mapping, and interfaces to DEA systems. The software must be able to run on an Enterprise Network, stand-alone single user Personal Computers, and local multi-user PC area networks using any combination of the following operating systems: · Microsoft Windows XP · Microsoft Windows NT · Microsoft Windows 2000 · Microsoft Windows 7 · Any upgrades to the Microsoft Windows operating systems during the Site License period. The sources must be able to provide turn-key hardware and software systems for Title III data collection that can be integrated into the Software Suite. The sources must be able to provide onsite training, and training and Software and Materials to for DEA to conduct its own training program for the complete Software Suite. In addition to the software and hardware products, the sources must be able to provide the products in English and Spanish language versions, and the option for custom interface development and onsite assistance. The sources must be able to provide the most current version of the complete Software Suite on media compatible with the hardware utilized within DEA. The sources must also be able to provide Hotline technical support services in English and Spanish languages in response to telephone and email inquiries concerning the software furnished during core DEA operating hours. RESPONSES Interested sources are asked to provide their responses in Times New Roman, 12 -point font. Responses must include the following information: 1. Company name; mailing address; physical address; point of contact; telephone number; fax number; e-mail address; DUNS number; NAICS code; company business size (if small, indicate type); and GSA schedule number (if applicable). 2. A corporate capability statement between one and five pages that includes relevant experience within the past three years. Relevant experience is defined as possessing the experience described in the "Requirements" section above. The capability statement should include a technical description of the software, and the capabilities to provide a global-wide software site license for single user personal computers, and network server users, including documentation, maintenance and other contractor support services required for the government installation and support of all items related to the software. 3. A representative sample of contracts your firm was awarded to provide the requirements as described in this notice within the past three years. For each contract listed, include the type of contract; total estimated value; contract period of performance (e.g., base and number of option periods); customer (i.e. federal agency) and respective point of contact (e.g., point of contact's name, phone number, and email address). 4. A Rough Order of Magnitude (ROM) pricing for their software. SUBMISSION All responses to this notice shall be submitted in writing to Eric VanderVeen, Contract Support Specialist, at eric.vanderveen@usdoj.gov no later than 4:00 PM EST on April 11, 2011. Please note that the information provided in this Sources Sought notice is to be used for acquisition planning purposes to determine the available sources for the services described herein. This is not a solicitation and proposals are not being requested at this time. This notice is not to be construed as a commitment by the Government to issue a solicitation or award. Responses will not be considered proposals. The DEA will not be responsible for any costs incurred by interested sources responding to this Sources Sought notice.
