Description
The North Atlantic Regional Contracting Office, Fort Eustis, Virginia is currently seeking sources for a service requirement for an Orthopedic Surgeon at the McDonald Army Health Center (MCAHC), an Army Medical Treatment Facility located in Fort Eustis, Virginia. This is a Sources Sought Notice only. Solicitations are not available at this time. The North American Industrial Classification System Code is 621111 (Size Standard: $10 million). It is anticipated that the period of performance will be for one base period, plus four 1-year option periods. The Orthopedic Surgeon shall perform and provide medical examination and treatment in the specialty of Orthopedics. The Orthopedic Surgeon shall be able to perform the following medical procedures including, but not limited to: ganglion aspiration, knee aspiration, joint infections, steroid injections, standard short arm cast, standard long arm cast, short leg cast, long leg cast, synthetic cast, splint immobilization, brace application, suture removal, staple removal, wound irrigation, venipuncture, cardio-pulmonary resuscitation, use of lidocaine with or without 1% epinephrine. The physician providing services shall have sufficient experience to be able to adequately diagnose, treat diseases and injuries, and perform (to include, but not limited to) the following: Evaluation and Treatment of Joint Injuries Evaluation and Treatment of Fractures Post Operative Orthopedic Evaluation and Treatment Initial Evaluation of Joint and Bone Infections Evaluation and Treatment of Ligamentous and Muscular Injuries and Diseases The physician performing services shall be able to perform tasks that may include, but are not necessarily limited to, the following: Consult with consultants as appropriate (with primary care managers and with other specialists) on orthopedic issues Provide medical advice over the telephone Complete all required paperwork Obtain an adequate history, physical, assessment and develop a treatment plan in a timely and appropriate manner on each patient Utilize paraprofessionals as appropriate Respond to and provide initial management of cardiopulmonary arrests and arrange back up from Emergency Medical Services (EMS) as appropriate Make preliminary interpretation of electrocardiograms Perform documentation and patient care IAW JC guidelines The physician shall be able to assume additional administrative or clinical duties as requested or needed to ensure sustainment of normal clinic operations and ensure compliance with JC standards, to include, but not limited to, managing daily schedules, reviewing and disposition consults, monitoring appointment utilization and patient access to care, conducting mandatory clinical training, monitoring clinic supplies and equipment, ensuring enforcement of clinic SOPs and standards, conducting monthly peer review and conducting staff meetings. Market research is being conducted to determine potential sources for this requirement. All information submitted in response to this notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
