- The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a sole source contract to the American College of Emergency Physicians, Emergency Medicine Foundation, 1125 Executive Circle, Irving, Texas 75038 for the acquisition of Guidelines for Use of Opioid Analgesics for Acute or Chronic Pain in Emergency Departments. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611430, Professional and Management Development Training. The period of performance for this procurement is 12 months. The American College of Emergency Physicians (ACEP) is the oldest and largest organization representing Emergency Departments (ED) physicians in the U.S. and it alone yields the influence, expertise, and recognition within the emergency medical field to develop and disseminate such guidelines. Established in 1968, ACEP has over 28,000 members and publishes the Annals of Emergency Medicine, the most cited and impactful emergency medicine journal. More importantly, ACEP is uniquely qualified to draft, review, and disseminate the kinds of guidelines with the authority and credibility needed by practitioners in EDs across the country. ACEP follows an established, rigorous process to develop accurate and timely evidence-based clinical guidelines for ED physicians. After ACEP's Board of Directors approves a topic for clinical policy development, a subcommittee composed of experts in the topic area develops the key questions and the guidelines will seek to answer and performs a meticulous literature review. Subcommittee members evaluate every article used to form the clinical policy, classifying the sources by the strength of their evidence and grading the articles on six dimensions considered the most relevant to the development of clinical guidelines. Before publication, ACEP solicits comments from its Board, Council Officers, and a reputable network of expert reviewers. Once approved, the guidelines are published in the Annals of Emergency Medicine and placed on ACEP's website, where they are viewable by non-members. Even after publication, ACEP periodically reviews guidelines to ensure they remain accurate. A different organization will not be able to attract the leading experts on the topic to participate in the expert panel. Additionally, any guidelines generated by another source will not have sufficient credibility to make them a standard of care in emergency departments. As a result, emergency departments will be much less likely to adopt the guidelines if they are not generated by ACEP; thus CDC will have much less impact upon this health problem. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the American College of Emergency Physicians, Emergency Medicine Foundation. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2011-Q-13327 referenced in the subject line NO LATER THAN April 19, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
