Description
Waveguide WR62 Specification This is a combined synopsis/solicitation for the acquisition of WR62 Waveguide Compact Low Power Termination Hardware, which is a commercial item as defined by Federal Acquisition Regulations (FAR), and thus will be acquired under the guidance in FAR Part 12, "Acquisition of Commercial Items". The anticipated contract type is Firm-Fixed Price. Product Specifications: WR 62 Waveguide Compact Low Power Termination Frequency Range: 12.40 - 18.00 GHz Waveguide: WR62 Equivalent Flange: UG1665/U Max Avg. Power: 1.5 Watts VSWR (Max): 1.15:1 Length (inches):.75 Desired Quantity 1-60 (see attached specification) The Navy expects the following (at a minimum) to be addressed in every Offeror's response: - Include the anticipated cost of shipping the items F.O.B. Destination, to Point Mugu, CA. - Provide back-up information verifying the price/s offered; e.g. a copy of current catalog, invoices for the same product, etc. - Provide sufficient technical literature, documentation, etc. in order for the Navy to make an adequate technical assessment of the offer. Applicable Federal Acquisition Regulation (FAR) Clauses that are Incorporated by Reference and a summary of the clause - *Note* Please refer to the FAR as the summaries provided in this synopsis/solicitation are not all encompassing of the regulation: 52.204-7 Central Contractor Registration (CCR) (Apr 2008): The Offeror must be registered in the CCR database (https://www.bpn.gov/ccr/default.aspx) prior to award, during performance, and through final payment of the contract. The Offeror is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the Navy's reliance on inaccurate or incomplete data. 52.207-4 Economic Purchase Quantity - Supplies (Aug 1987): Each Offeror who believes that acquisitions in different quantities would be more advantageous is invited to recommend an economic purchase quantity. Please quote a total and unit price; and detail if there are significant price breaks at different quantity points. 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008): Instructions to Offerors regarding administrative matters that must be covered in every response. 52.212-3 Alt 1 Offeror Representations and Certifications - Commercial Items (Oct 2010, Apr 2002): Offeror must successfully complete the registration in accordance with the clause and re-submit this clause with the appropriate information provided. 52.212-4 Contract Terms and Conditions - Commercial Items (Jun 2010) 52.246-2 Inspection of Supplies - Fixed Price Clause Incorporated By Full-Text: 52.212-2 EVALUATION -- COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability of the Item offered to Meet the Government Requirement (2) Price (b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS (JAN 2011) (a) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items: (1) 52.222-50, Combating Trafficking in Persons (Feb 2009) (22 U.S.C. 7104(g)). A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
