EA133M-11-RP-0080 The National Oceanic and Atmospheric Administration (NOAA) has a requirement for Dockside Repairs to NOAA Ship Thomas Jefferson, whose home port is Norfolk, VA. The repairs will take place at the USCG Base Support Unit, 4000 Coast Guard Boulevard, Portsmouth, VA. The following descriptive data of the Thomas Jefferson is provided for information: Length Overall..........208 feet Beam (Molded).........45 feet Propulsion.................Diesel, single screw Cruising Speed..........12 knots Electric Service.........345 kw, 225/450 volts AC Officers.....................8 Crew size..................26 Min Forward Draft....12 feet - 0 inches Min Aft Draft............12 feet - 6 inches Displacement............1500 long tons Provide all labor, material and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Miscellaneous Piping Repairs; Miscellaneous Steel Renewals; Pressure Vessels Inspections; Reduction Gear and Coupling Inspection; SSDG Resilient Mount Renewals and Modifications; and Sailor 500 FleetBroadband Installation. OPTION ITEMS: 1st AE Office Conversion; Space 02-31-2 and 02-40-2 Modifications; Rolling Fairleads & Mooring Capstan OHs; HSL Davit Remote Grease System Installation; and Misc Electrical Repairs. GROWTH (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 45 calendar days, with a start date of June 27, 2011. The ship inspections are scheduled for Friday, April 8, 2011 and Saturday, April 9, 2011 at 2:00 PM at 439 West York Street, Norfolk, VA 23510-1114. Vehicle and personnel access to NOAA Ship Thomas Jefferson the pre-bid inspection is restricted via gated security. All contractors, vendors, and visitors are encouraged to make pre-arrival arrangements for access in advance by calling the Port Engineer, Neil Lamartin, at 757-441-6369, 757-434-5254 (cell) or email Neil.S.Lamartin@noaa.gov. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS Code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about April 5, 2011 with proposals due on May 3, 2011 at 12:30PM EDT. The anticipated award date is June 8, 2011. The Government anticipates awarding a single firm fixed-price contract to the contractor whose proposal represents the lowest price technically acceptable proposal in accordance with FAR 15.101-2. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FedBizOpps for the release of the RFP, specifications, drawings, and all subsequent amendments. The specification will be uploaded via www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted).
