Description
This is a total small business set aside. NAVFAC Mid-Atlantic is currently seeking potential sources for services at PWD Norfolk Naval Shipyard, Virginia. The scope of work includes all labor, supervision, equipment, transportation, and management necessary to provide various types of construction, maintenance, cleaning for the railroad, ground level and elevated crane rail system at the Norfolk Naval Shipyard, Portsmouth, Virginia necessary to fulfill the requirements of task orders issued by the Contracting Officer. This is a combination Firm Fixed Price / Indefinite Delivery Indefinite Quantity Contract. This procurement will be handled under Sealed Bid Procedures. The Government may use the two option years to extend the contract for a period of one to 24 months. The total duration, including the exercise / award of any options, shall not exceed 36 months. The North American Industry Classification System (NAICS) is 237990, and the size standard is $33,500,000. Offers shall be submitted to perform work for a period of three (3) years. This proposed contract is being solicited as 100% set aside for small businesses; therefore, replies to this notice are requested from all small business concerns. The Invitation for Bids (IFB) will be posted on the NECO web site on or about April 20, 2011. The estimated date for receipt of offers is May 20, 2011. All eligible firms interested in a copy of the IFB may view and/or download the document at the following web site, http://www.neco.navy.mil/. This solicitation will be available in electronic format only. Contractors are encouraged to register on the NECO web site prior to downloading the solicitation to ensure notification of any / all changes / additional information related to the solicitation. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of an offeror will make an offeror ineligible for award. All responsible sources may submit an offer which will be considered.
