- The following changes have been made to the original announcement: Please disregard ANNPS40021. The information contained within this announcement replaces it. NAICS is 541720 Research & Development in the Social Sciences and Humanities, $7 million small business size standard. It is not set-aside for small business. The solicitation will be available on or about April 15, 2011. The due date of proposal is May 17, 2011. The description of the geographic location and number of miles has been changed (see below). The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for cultural resource services in New Mexico for the Navajo-Gallup Water Supply Project (NGWSP). Cultural analysis study area includes the southernmost extreme of Navajo Reservoir in New Mexico; areas of Navajo Nation Reservation lands in and near more than 240 miles of pipeline corridors; and portions of the City of Gallup, New Mexico. The total length of pipeline is approximately 280 miles.This requirement is being procured in accordance with Subpart 15 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Proposal for this requirement. The principal components of the work consist of the following work: -Update the Class I cultural resources data investigation completed in 2002 for this project and develop a comprehensive class I cultural resources report;-Develop a Research Design for data recovery and mitigation for sites impacted by construction activities;-Conduct an Ethnographic Study for identification of sacred sites and traditional cultural properties;-Develop and maintain a cultural resources geographic information system (GIS) database and mapping capability suitable for planning and construction design purposes;-Conduct Class III pedestrian surveys with sampling (as necessary to recommend eligibility) and historical documentation and develop full reports describing the findings;-Develop management and significance recommendations for sites identified in the Class III surveys;-Implement mitigation and data recovery as per approved Research Design;-Provide cultural resource site marking and monitoring during construction of the NGWSP; and-Develop a program to provide for public outreach and information dissemination. It is anticipated the contract will be a fixed, unit-price, Indefinite Delivery/Indefinite Quantity (IDIQ) service contract. It is anticipated to be a base year plus 4 one-year options with the option to extend six months contract. The North American Industry Classification System (NAICS) Code is 541720 with a Size Standard of $7 million. All responsible sources may submit a proposal which shall be considered by the agency.
