Description
Price Schedule Barge Services in Support of Asian Carp Experiment Statement of Work (Attachment A) Barge Services in Support of Asian Carp Experiments Barge Services in Support of Asian Carp Experiments Closing Date: 13 APRIL 2011; 2:00 PM EST This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm-fixed-price quotes for the purchase of the following item(s) are being requested and a written solicitation will not be issued. This Request for Quote HSCG32-11-Q-E55003 incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-50. The North American Industry Classification System Code is 483211 and the size standard is 500 employees. This is an unrestricted procurement. The U.S. Coast Guard (USCG), Research & Development Center intends to issue a Firm Fixed Price Purchase Order using the procedures of FAR Part 12 and Part 13. The anticipated award date is on or about 22 April 2011. The government intends to award from this solicitation to the responsive vendor whose quote conforming to the solicitation provides the best value. DESCRIPTION OF WORK The primary objective of this effort is to conduct experiments on a modified barge to determine whether Asian carp can be entrained into and survive in ballast tanks of barges operating in the Illinois River. CONTRACT CLAUSES The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008) applies to this acquisition. 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factor shall be used to evaluate offers: Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Mar 2011) An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 months. Failure to provide a scanned copy of the Certificate of Insurance with the price quote may result in a rejection of the quote. (c) The contracting officer is the only person authorized to approve changes in any of the requirements of this contract and, notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the contracting officer's. In the event the contractor effects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
