Description
This is a solicitation for a commercial product; prepared in accordance with the format in FAR subpart 12.6 and 13.5, streamlined procedures for evaluation and solicitation for commercial items- as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation document will not be issued. This is a solicitation of Purchase Request F1W3SA1077A003 and is issued as a Request for Quotation (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 441310 with a small business size standard of $14,000,000 in annual revenue. This acquisition is a Total Small Business Set-Aside. Description: This is a brand name or "equal to" requirement. The items listed below are only for reference. Please include installation costs. Installation will take place on JBER. The following items are being sought: Line Item Quantity 1) Item#BSEL270, Gun Rack "ELS High Security" Weapons 31 Each (weapons will be mounted in the trunk of Impala police vehicles) 2) Installation of BSELS270 Gun Rack 31 Each 3) Item#BSUCB, Universal Cross Bar mount for trucks 13 Each (5 for F350's, 3 for F250's, 4 for Silverados, and 1 for an F150) 4) Installation of UCB to trucks 13 Each All responsible Contractors shall provide a quote in accordance to the specifications stated above. Transportation costs shall be included in the quote. Contractor shall submit their quote on company letterhead, delivery time, name, address, telephone number of the offeror, terms of any express warranty, unit price, and overall total price. Place of delivery for acceptance and FOB point will 673 SFS/SFLV, Building 8517 20th Street Suite 20, JBER, AK 99506, POC: TSgt Scott White, 907-552-9422. Additionally, offers of equal quality must include a copy of the technical description and/or product literature. Interested companies that meet the requirements stated above should submit a quote. Quotations for this notice shall be received by April 8th, 2011 at 1:00PM Alaska Standard Time. Quotations shall be submitted to: 673rd Contracting Squadron/LGCC, Attn: William St.Pierre, via e-mail: william.stpierre@elmendorf.af.mil. The following provisions and/or clauses apply to this acquisition: 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Ability and Qualifications 2. Price This will be a lowest price technically acceptable purchase. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51. Potential contractors must also be registered in the Central Contractor Registry (CCR) at http://www.ccr.gov. This is a lowest price technically acceptable procurement. Award will be made to the offeror whose offer is conforming to the solicitation and is determined to be the most advantageous to the Government. Price and other factors will be considered. The Government intends to evaluate offers and award without discussion. Offeror shall submit all information with offer as required in FAR 52.212-1. Offerors may obtain copies of the reference provisions and clauses at: http://farsite.hill.af.mil/vffara.htm Quotations must be received by specified response date. Quotations shall be submitted to Mr. William St.Pierre. All responsible sources may submit a written proposal, which shall be considered. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
