- This is a Request for Information (RFI) for planning purposes, as part of a market survey led by the Naval Explosive Ordnance Disposal Technical Division (NAVEODTECHDIV). It is not a Request for Proposal. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NAVEODTECHDIV is seeking full time Depot Level Repair Services to support the Man Transportable Robotic System (MTRS) MK 2 series. The MTRS MK 2 series is one of the Man Transportable Robotic System (MTRS) systems which provide the military Explosive Ordnance Disposal (EOD) technician with a man transportable capability to remotely perform reconnaissance during extremely hazardous EOD missions involving unexploded ordnance (UXO) and improvised explosive devices (IEDs). The MK 2 series is able to operate in both urban and rural environments. It is a modular system consisting of Depot Level Repair Parts (DLRP). The system architecture (hardware and software) of the MK 2 series is inherently expandable and upgradeable to allow for future enhancements. Technicians within the depot must be knowledgeable in the electrical, electronic, mechanical, and hydraulic operation, maintenance, and repair actions of militarized robotic platforms. Technicians must be familiar with all aspects of operation and maintenance of the robotic platforms under their area of responsibility and interface with NAVEODTECHDIV through the CATALOG ORDERING LOGISTICS TRACKING SYSTEM (COLTS). Depots shall ensure all robotic systems are fully operational and maintain accountability of all support equipment used. Depot Services shall provide repair, replace, store and manage, disposition, and shipping of all Vehicle Li-Ion Batteries and Depot Level Repair Parts (DLRP) purchased by the Government, and shall store all Government DLRPs/systems separate from commercial assets. Depots shall track and manage Government DLRPs/systems by serial number within the COLTS and be responsible for maintaining site, location and condition code for all Depot managed DLRP/systems. Request for Information The respondent is requested to provide information on the following: Ability to quickly develop and manage a Depot Level Repair Service; Identification of risks; Summary of your company ™s past experience in Depot Services; Summary of your company ™s expertise in robotics maintenance; Summary/description of your approach in running a Depot Level Repair Services in support of the MTRS MK 2 series Location; description and size of your company ™s Depot Level Repair facilities. Response Format Interested parties who believe they are capable of performing are invited to indicate their interest by providing: company name, company address, mailing address, cage code, point of contact, email address, telephone number, fax number, business size (in relation to NAICS 541330 and size standard $27 million), and unique qualifiers. Interested parties to this RFI are requested to respond in Microsoft Word and are limited to 15 pages (including cover page and administrative page), text in Times New Roman 12pt, and one inch margins. The Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. Pursuant to this statute, the Government is willing to accept any proprietary (e.g., trade secret) restrictions placed on qualifying data forwarded in response and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) proprietary with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as proprietary may diminish or eliminate the usefulness of your response - see item 3 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the proprietary legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends proprietary portion begins: and proprietary portion ends. Response Deadline and Submissions Responses are requested no later than thirty (30) days after the release of this RFI. Responses shall be submitted via email only to patricia.downey@navy.mil and jessica.scalfaro@navy.mil Questions may be submitted within two weeks after release of this RFI. Each question submitted will be consolidated and published in an amendment to this RFI. Questions should be submitted in writing via email to patricia.downey@navy.mil and jessica.scalfaro@navy.mil. TELEPHONE CALLS WILL NOT BE HONORED. Again, this information is being requested for market research only and does not commit the Government to any contractual agreement. This is not a Request for Proposals. The Government will not award a contract based upon responses to this announcement. The Government shall not reimburse or pay any costs for preparing or submitting information in response to this notice.
