- Posted Date: April 5, 2011 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: April 19, 2011 In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Site Remediation and Restoration, intends to award a sole source fixed-price purchase order to Safe Environment Engineering to purchase a LifeLine Wireless Monitoring System. The justification is as follows: The LifeLine Wireless Monitoring System enables IP-based communication between emergency response equipment field sensors and a command station which can be located near field, or anywhere accessible via the internet. All sensor data managed with LifeLine Wireless Monitoring System is go-referenced and communicated in the Common Alerting Protocol (CAP) standard format which is recommended by DHS to enhance interoperability among agencies collecting environmental data. The LifeLine Wireless Monitoring components are integral components of the VIPER Sensor Communication System developed by USEPA-ERT. This system is designed to support the use of field sensors in a wide range of mobile and fixed applications ranging from emergency response to long term site control monitoring. The use of Viper enables EPA to integrate and communicate sensor data without dependence on vendor-specific propriety data communication systems.NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
