SOURCES SOUGHT NOTICE Department of Homeland Security (DHS) United States Citizenship and Immigration Services (USCIS) Integrated Document Production Division (IDP) Optical Memory Card Consumables General Information Document Type: Sources Sought Notice (SSN) Solicitation No.: IDP-Optical Cards Posted Date: April, 4, 2011 Response Date: April 15, 2011 Classification Code: R - Commercial Product Set Aside: NAICS Code: 334613 Magnetic and Optical Recording Media Manufacturing 1. PURPOSE This SSN is for informational and planning purposes and is not to be construed as a solicitation or a commitment to issue a solicitation. It is issued for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine industry capabilities, including those of small businesses, to meet the Government's requirement. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this notice. 2. BACKGROUND USCIS administers the Immigration and Nationality laws of the United States. As part of its statutory mission, USCIS is required to provide timely evidence of immigration status to its customers. The Integrated Document Production (IDP) Division is a component of USCIS that produces Permanent Resident Cards (PRCs), which serve as evidence of foreigners being granted lawful permanent resident status in the United States. PRCs are very secure identity cards produced with optical memory technology and are personalized, using custom developed card personalization platforms. PRCs serve as proof of immigration status and allow bearers to live and work in the United States, consistent with the Immigration and Nationality Act. These cards are custom designed and contain embedded security features and other specialized physical characteristics that make them unique to USCIS. Currently, over 23 million optical memory cards have been personalized by IDP. USCIS expects to continue to produce approximately 2.9 million personalized optical memory cards annually. The IDP workload may increase or decrease based on a number of factors, including changes brought about by technological advances, USCIS reorganizations, implementation of new laws and policies, changes in United States Government administration, and/or changing global events. It is possible that the volume of card production could increase to as many as 14 million cards per year if major immigration reform legislation is enacted. 3. OBJECTIVE This SSN is intended to determine whether there are potential offerors qualified to provide secure polycarbonate identification card stock with optical memory storage media, card consumables, and vendor storage in accordance with the specifications provided below. The card stock and consumables shall be commercially available and meet Government requirements with customary artwork modifications. The major focus shall be card quality, durability, and printing consistency. The contractor shall be capable of executing the following: • The contractor shall be capable of providing CR80 size optical memory card stock that can be personalized by either Dye Sublimation Printing or Laser Marking technology in conformance with the most current versions/revisions of the following standards and specifications (however, if there is a conflict between the standard and the current consumables delivered, the characteristics of the currently delivered cards will prevail): Title - Description Number • Identification Cards - Physical characteristics: ISO/IEC 7810 (ID-1 Size) • Identification Cards - General characteristics: ISO/IEC 11693 • Identification Cards - Physical characteristics: ISO/IEC 11694-1 • Identification Cards - Dimensions and locations of the accessible optical area: ISO/IEC 11694-2 • Identification Cards - Optical properties and Characteristics: ISO/IEC 11694-3 • Identification Cards - Logical data structure, Annex B: ISO/IEC 11694-4 • Machine Readable Travel Documents: ICAO Document 9303 - Part 3 (TD-1 Size) The card stock must: • Have a proven 10-year lifecycle. • Be numbered sequentially by a laser etched barcode of 3mm in height and 53mm in width and must be shipped sequentially numbered with no gaps in the numbering sequence. Each card must: • Have an individual identifying barcode and eye readable card serial number on the optical side of the card above the optical stripe. The barcode must be placed on the card in such a way that makes it impossible to modify the barcode without destroying the card (such as under the surface in the core of the card). The barcode format shall be comprised of both alpha and numeric characters unique to USCIS. USCIS will specify the beginning serial number and barcode sequence. • Display an eye readable, silk screen printed, card form number and current revision date. This information shall be next to the barcode and serial number. • Be able to accept the dye sublimation or laser engraved printing, and holographic overlay during the card personalization process. • Weigh approximately 0.1616 ounce (+/- 10%) to maximize printer throughput. • Contain the following design characteristics for dye sublimation cards: • Engraving of I/10th of a micron in the optical zone • Ultra-Violet (UV) ink in the banner graphic • UV materials on the surface of the card short edges • UV security feature in the card front coating • Photomask security features • Two color UV feature on edge of card (blue on one side and red on the other) • The contractor shall be capable of providing Polycarbonate Card Stock with optical memory storage media, both with and without an embedded Radio-Frequency Identification Device (RFID). RFID shall be securely embedded in a manner that does not allow the card to be split and the RFID removed or tampered with without destroying the card. The placement of the RFID shall not interfere or cause print anomaly during the print personalization process. • The contractor shall be capable of providing refractive materials such as Holographic Overlay Rolls or Holographic Stamps. • The contractor shall be capable of providing Polyester Laminate Patch Rolls and Clear Overlay Rolls. The contractor shall be able to accept holographic stamping or holographic overlay and have a clear overlay or polyester laminate patch applied during card personalization process. • The contractor shall be capable of providing secure vendor storage for all USCIS unique or otherwise sensitive card related consumables until USCIS requires delivery. 4. RESPONSE FORMAT AND GUIDELINES 4.1 Format, delivery date, and point of contact Responses shall be in Microsoft Word for Office 2003 (.doc) or.PDF format and are due no later than 15 April, 2:00 PM Eastern Time (ET). Section 1 of the response shall provide administrative information, and shall include the following as a minimum: • Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact • Corporate Web site address • Business size (if small, describe preference categories) • DUNS number • North American Industry Classification System (NAICS) code classifications Section 2 of the response shall address, in detail, the firm's capabilities to fulfill the requirements identified in Section 3 of this SSN. CONCLUSION This SSN is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this SSN. The information in this SSN is subject to change and is not binding on the Government. This SSN does not constitute a commitment to procure any of the items/services discussed, nor is it a commitment or authorization to incur cost for which reimbursement would be required or sought.
