- This announcement is for the purpose of informing industry that the US Army Corps of Engineers (USACE) intends to release a Request for Proposal on a full and open basis to obtain proposals from qualified offerors interested in and capable of providing RSSS at various locations throughout Afghanistan. Request for Proposal No. W912ER-11-R-0050 will include the following: Comprehensive security, operations, ground and air (fixed wing/rotary wing) transportation services in support of the USACE Afghanistan Reconstruction mission performed by Afghanistan Engineering District-North (AEN) and Afghanistan Engineering District-South (AES) personnel throughout the Afghanistan Area of Operations. Provide armed and unarmed security services, related transportation services (fixed/rotary wing air-transportation services offered on a optional basis), nationwide operational oversight, threat assessment and analysis, personal protective services, K-9 dog team (explosive detection and patrol teams) services, site, compound, and facility entry control and security guard services, supply and maintain armored vehicles incidental to security services, maintenance and management of a nationwide, visual map-based satellite tracking product, and the establishment, maintenance and management of a nationwide voice and text communication network. No contract award will be made until appropriated funds are made available. The solicitation will be available in FEDBIZOPPS. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in a Single Award Task Order Contract award, as defined in FAR 16.504, based on a best value determination. Task orders will be FFP, but may include some low dollar, cost reimbursable CLINs. The preponderance of CLINs will be FFP. The period of performance will be for one base year and three, one-year option periods. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov prior to submission of proposals. Solicitation will be issued o/a 2 May 2011. A site visit/pre-proposal conference will be held o/a 19 May 2011 in Dubai, United Arab Emirates. Information on the site visit/pre-proposal conference will be made available in the Request for Proposal.
