- Janitorial Services AWARD CRITERIA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. US Customs and Border Protection is seeking proposals for Janitorial Services, Snow Removal and Grounds Maintenance Services in accordance with the attached Statement of Work (SOW) and all clauses/provisions found in this document.The North American Industry Classification System (NAICS) codes are 561720 and 561730. This solicitation will be issued through Federal Business Opportunities (FedBizops) website ( www.fedbizops.gov). United States Customs and Border Protection is seeking a vendor to provide Snow Removal and Grounds Maintenance Services at the Ophiem Port of Entry in Opheim, MT 59250 The This requirement will be solicited under full and open competition. The CBP anticipates awarding a firm fixed price contract for one base year and four (4) one- year option periods. Continuation of the agreement each year will be dependent on the availability of funds. The base year period of performance shall be April 15, 2011 through April 14, 2012. Basis of Award: Due to the critical nature and quick response time of this requirement; offers from vendors located outside a 60 mile radius from the Ophiem Port of Entry in Opheim, MT 59250 will not be accepted. The Government will award a contract resulting from this combined synopsis/solicitation based Lowest Price Technical Acceptable Source Selection procedure. Proposal The Government will evaluate each Offeror's price to determine fairness and reasonableness. Price Proposals will be evaluated using one or more of the techniques defined in FAR 15.101 in order to determine if the price is reasonable. If a vendor intends to respond to this solicitation by submitting a proposal and has questions concerning the solicitation and its requirements the deadline for submitting questions is 2.00 PM Eastern Standard Time April 07, 2011. Vendors shall submit their proposals electronically to Ebrima Conteh, Contract Specialist (email: ebrima.conteh@dhs.gov) by 2 PM Eastern Standard Time April 11, 2011. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. (viii) The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items, applies to this acquisition. (x) The clause at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, applies to this acquisition. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications has not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision need to be completed. (xi) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-4 addendum is also included.
