- Description
- Description of Action: The proposed sole source action is for a one-year firm-fixed price (FFP) contract with PSI International Inc. (PSI) for technical support for Loan Guaranty Service (LGY) applications that support mission critical enterprise systems. Description of Supplies or Services: LGY is a program that provides for the federal backing of mortgage loans to eligible Veterans, Active Duty personnel, Reservists, National Guard members, and some surviving spouses that they use to apply for and purchase homes. This program has multiple web-based systems which allow Veterans data to be processed. These systems include, but are not limited to, WebLGY (WLGY) Framework and associated applications, Loan processing and eligibility systems, Legacy Appraisal System (The Appraisal System - TAS ), Special Adapted Housing/Special Housing Adaptation (SAHSHA), FileNet Applications, Centralized Property Management System (CPTS), Veterans Information Portal (VIP)/LGY Portal and Electronic Lender Information (WebELI). PSI, as the Incumbent, has already developed and implemented applications which support and maintain these systems. The purpose of this task is to allow PSI to provide the necessary technical support activities for all LGY critical systems including internal and external system interfaces, and application enhancements. This will allow continued maintenance and emergent upgrades to applications such that unanticipated system bugs and limitations are addressed. Failure to provide this support will severely impact the LGY mission in assisting veterans and active duty personnel in the purchase or retention of homes pursuant to the GI Bill. The total estimated price of the proposed action is $2.5M. Statutory Authority: The statutory authority permitting logical follow-on as implemented by the Federal Acquisition Regulation (FAR) Subpart 8.405-6(b)(2) For detail see attached PDF document, "Limited Source Justification LGY."
