- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, AdvancedTechnology Branch (Code 52130) is seeking information on manufacturers, Integrators, and/or distributors of mobile command vehicles to assist emergency responders in making procurement decisions. A mobile command vehicle is a commercial off-the-shelf (COTS) or custom-built motorized vehicle or trailer marketed for use by the emergency response community to support incident command, multi-agency coordination, event management, and other operational responsibilities. The motorized vehicle comes equipped with a gasoline or diesel engine for propulsion. The trailer is a carried or towable configuration that requires an additional power source for mobilization. In addition, mobile command vehicles: Support interoperable and redundant communications (e.g., AM/FM, trunked, and digital radios; satellite communications); Provide internal work areas to support command and coordination functions, including briefings, incident planning and operations, dispatch and resource management, and situation reporting; Provide ports and panels to hardwire phone/data, Internet, and electrical devices to internal and external power supplies and/or facilities; and Are configured to support document and information reproduction (e.g., copying, printing, plotting). The U.S. Department of Homeland Security (DHS) Authorized Equipment List (AEL) item number and description for this equipment is 12VE-00-CMDV, Vehicle, Command, Mobile: Mobile Command vehicles for use at incident scene. The target audience for this information is the emergency responder community, including any public safety discipline or organizational unit with incident response responsibilities. All submittals should be suited to this target audience. Review of this information is being performed as part of the U.S. Department of Homeland Security (DHS) System Assessment and Validation for Emergency Responders (SAVER) Program. The mission of the SAVER Program is to conduct objective assessments and validations on commercial equipment and systems, and provide those results along with other relevant equipment information to the emergency response community in an operationally useful form. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. The submitted information will be evaluated for potential inclusion in SAVER projects. If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through the Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals: Respondents are required to complete and submit the attached product summary questionnaire (CMDV_RFI_Questionnaire) to ssc_lant_saver_program.fcm@navy.mil for each product following the instructions on the first page of the questionnaire.
