- April 6, 2011 Second Round of Questions and Answers for solicitation VA-241-11-RQ-0431 1.Question: In the solicitation it requires one sample, does this mean one sample of each different custom pack, ie shoulder, ankle and so on, or just one pack? Answer: In the solicitation, please refer to pages 6 & 7 for the complete list of Non-Sterile items requested. 2.Question: For the list of items that you want in this pack, normally facilities want the items packaged in a certain sequence, but I see no sequencing listed. From that, can I assume that how the items are packaged within the sample will not be an area for evaluation? Answer: There is no sequencing requested. The only area for evaluation will be if vendors provide all items requested on pages 6 & 7. Then as stated in the solicitation all vendors will be evaluated on price. 3.Question: Do you anticipate awarding this as an "all or nothing" award? Meaning will only one vendor be chosen? Answer: In the solicitation, please refer to page 5 for the following sentence: The Boston Veteran Affairs Medical Center is looking to award one Indefinite Delivery/Indefinite Quantity Contract to one Service-Disabled Veteran Owned Company. 4.Question: Most of the components requested in the bill of materials, specifically for the surgical drapes and gowns manufactured by Cardinal Health are made in China. Would other drapes and gowns manufactured by other countries be acceptable? Answer: Yes, brand name or equal is acceptable. 5.Question: In the bill of material you provided for the non-sterile sample, you call for JELLY,LUBRICATING,5G,FOIL TEMP UNAVAIL THRU APRIL/2011, from TRIAD DISPOSABLES (emphasis added). As you know, this is a recall item. http://www.fda.gov/MedicalDevices/Safety/RecallsCorrectionsRemovals/ListofRecalls/ucm243399.htm The "exact" item from TRIAD would not be used by us in this sample but a brand name or equal, per your clause at C.14 would be provided. Is this satisfactory? Answer: Yes, brand name or equal is acceptable. 6.Question: Cardinal Health will not sell NDL CNTR,40-70 COUNT,FOAM BLOCK W/MAGNET,NS to our manufacturer although other Cardinal products are available to purchase. This may be a China manufactured product anyway. We will include a brand name or equal per your clause at C.14. Is this satisfactory? Answer: Yes, brand name or equal is acceptable. 7.Question: You use the term "exact" in several places throughout the solicitation but include the clause at C.14, VAAR 852.211-73. Brand name or equal does not carry the same definition as "exact". This would appear to be ambiguous and we would seek to know if the clause at C.14 supersedes all references to "exact". Answer: Yes, the clause supersedes all references to "exact".
