Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR-R9-11-00430 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-50. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-04-11 18:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be San Francisco, CA 94105 The Environmental Protection Agency requires the following items, Brand Name or Equal, to the following: LI 001, Canberra Inspector 1000 Digital Handheld MCA System (Model #INK1KL-1); with 1.5X1.5 LaBr Probe - equipped with a 1.5" x 1.5" LaBr stabilized intelligent probe (IPROL-1), - Provided with cables, charger, soft case, Genie 2000 S504C and S501C software, utility software and set of manuals. System includes: IN1K Digital Handheld MCA (Model #IN1K), instrument (w/battery pack), probe cable, power supply and cables, soft case, G2K and utility software, set of manuals; 1.5X1.5 LaBr Intelligent Stabilized (Model #IPROL-1) Probe for IN1K - Including in the same housing, the PMT, the HVPS, the preamplifier and the communication interface - At least V1.2 S562C software version needs to be installed on the IN1K. (see S562U); Brand Name or Equal., 2, EA; LI 002, Software, Sources, Detector Characterization. Package includes: SOCS Characterization: 1.5 X 1.5 LaBr DET (Model #ISXCLLA1) - Characterization of generic 1.5" x 1.5" Labr detector - Defines efficiency-space relationship for generic 1.5" x 1.5" detectors - For Inspector-1000 IPROL-1 detectors - Accuracy estimated at 15-25% - Requires S573 ISOCS or S574 LABSOCS calibration software., 1, EA; LI 003, CS-137 1UCI Uncalibrated 1" Disk (Model #CS-137-S); - 1" diameter (25.4mm) by 1/4" thick - (6.35mm) plastic disk - Nuclide: Cesium - 137 - Half Life: 30.2 years; - Activity: 1 uCi (37 kBq); - License Exempt in United States., 2, EA; LI 004, Set of 8 Calibrated STDS, 2" Disk (Model #S-13-2); (50.8mm) at 1UCI (37kBq) - Set of 8, 2" (50.8mm) diameter x 1/8" (3.2mm) thick acrylic plastic disks Ba-133, Cd-109, Co-57, Co-60, Cs-137, Mn-54, Na-22, Zn-65 solid calibration point sources Activity: 0.8-1.2 uCi (37kBq) - License Exempt in United States., 2, EA; LI 005, Genie-2000 Quality Assurance (Model #S505C) - Monitors long term system performance. - Any parameter in the system can be tracked and analyzed. - Two level alarm limits. - Requires S500C, S502C or S504C., 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means.
