Description
NASA/ARC plans to issue a Request for Proposal (RFP) for Technical Services forAerospace Systems Modeling and Simulation II (SimLabs II) to support the SimulationLaboratory Facilities located at the National Aerospace and Space Administration (NASA)Ames Research Center.The services required include the responsibility to plan theappropriate resources to support the design, development, integration, testing andexecution of experiments, and produce required deliverables necessary to provideresearchers with pilot evaluations and supporting data (and/or other deliverables,e.g., hardware) specified by research requirements. The services to be performed willalso provide operations, development, maintenance, and modification of the SimulationLaboratory Facilities.Primary place of performance will be at Ames Research Center (ARC), Moffett Field, CA. The current SimLabs Contract NNA05BE28C was awarded to Science Applications InternationalCorporation (SAIC), effective July 1, 2005, as a result of full and open competition. The current estimated value of this CPAF/IF Contract is $74.6M.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This procurement will be conducted under full and open competition. The small business goals that will be included in the solicitation are the following:Small Business Total 20%Small Disadvantaged Business 7.0%Women-Owned Business 5.0%HUBZone 2.5%Veteran-Owned 1.1% Service-Disabled Veteran-Owned 1.0%The Government is contemplating the award of a performance-based Cost-Plus-Award-Fee(CPAF) Contract with a two year base period, one one-year option and one two-year option.The NAICS Code and Size Standard are 541330 and $4.5 million, respectively. The tentative SimLabs II schedule is: 3rd Qtr 2011: Draft RFP release; Pre-Proposal Conference; Comments Due on Draft RFP4th Qtr 2011: Final RFP release; Proposals Due2st Qtr 2012: Contract AwardAll responsible sources may submit a proposal which shall be considered by the agency.
