- Description: The Department of Veterans Affairs (VA) seeks to lease approximately 15,196 net usable square feet (NUSF) of existing space for a Community Resource & Referral Center in Washington, DC. Single-floor space is preferred. Space provided on more than one floor must be contiguous and elevator-accessible. The space will be used for extended hours of service. The space must be within three (3) blocks of an existing Metro rail station or bus stop. VA desires 10-15 parking spaces, plus three (3) secured spaces for Government vehicles, on site or within three (3) blocks of the medical office space. The lease term shall be for twenty (20) years firm-term. Occupancy and completed build-out is required no later than February 1, 2012. NUSF does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. Buildings offered for consideration must be of sound and substantial construction for use as a medical office facility and meet all current Federal, VA, State, and Local codes and regulations including, but not limited to fire and life safety, physical security, energy efficiency, accessibility, OSHA and seismic protection. The building must meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. The building and parking area must be fully accessible meeting all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). Offerors must provide evidence that properties are outside the 100-year flood plain. Lease Term: Up to 20 years firm as a full service lease. EXPRESSIONS SHOULD INCLUDE THE FOLLOWING INFORMATION AND MUST BE RECEIVED IN WRITING NO LATER THAN APRIL 15, 2011. 1. Building name, address, age of building, and information on building ownership; 2. Total square footage available (ANSI/BOMA) office rentable and usable; 3. Date of space availability; 4. Rental rate per NUSF; 5. Scaled building plans and site drawings which also detail the number of parking spaces; 6. CAD "as built" floor plans identifying the space offered; and 7. Details on proximity to public transportation. Note: VA staff will conduct a market survey of properties offered for lease. The Government will pay no more than the appraised fair market rental value for space.
