- ITAR Certification The Naval Research Laboratory has a requirement for a Bearing And Power Transfer Assembly (BAPTA) System for the Microwave Imager Sounder (MIS) on the Defense Weather Satellite System (DWSS), which is a Class 1 Operational National Program. The Bearing and Power Transfer Assembly System (BAPTA System) is comprised of the motorized BAPTA Mechanism that contains a Slip Ring assembly which is driven /controlled by the BAPTA Electronics (BAPTA-E). In order to achieve this requirement NRL is asking the contractor to build at least 2 BAPTA Systems; a model and a flight unit System. In addition the government may place an order for another flight unit and the assembly of spare parts into a Flight Spare BAPTA system from the remaining spares that may be left from the minimum order. The BAPTA project structure is based on a minimum order of: •· Five (5) Full Kits of Parts for BAPTA Systems (1 for the EM BAPTA and 4 for the Flight BAPTAs) •· One (1) Engineering Model BAPTA System •· One (1) set of custom hardware and ground support equipment (GSE) for the Engineering Model BAPTA System •· One Flight BAPTA System (Flight Unit #1) •· One (1) set of custom hardware and ground support equipment (GSE) for the Flight BAPTA System (Flight Unit #1) The remainder of the contract consists of the following orders: •· One (1) Flight BAPTA System (Flight Unit #2) •· Assembly and test of one (1) additional Flight Spare BAPTA System from the remaining spares •· Post Delivery Support for EM BAPTA System •· Post Delivery Support for Flight BAPTA System (Flight Unit #1) •· Post Delivery Support for Flight BAPTA System (Flight Unit #2) •· Post Delivery Support for the Flight Spare BAPTA System. When the RFP is released, the specifications for the BAPTA will be export controlled under International Traffic In Arms Regulations (ITAR). Therefore, in order to receive the specifications, potential offerors will be required to complete the attached certification with proof of status as a U.S. Person (as devined in 22 C.F.R Part 120.15) and submit it via e-mail to Ms. Silvia Molinillo at silvia.molinillo@nrl.navy.mil. Upon confirmation of eligibility, potential, offerors will be sent copies of the specification. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations.
