- I. OVERVIEW: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51 including amendments effective April 1, 2011. The solicitation document number is BEP-RFQ-11-0239. The NAICS code is 333298. This solicitation is 100% small business set-aside. Only qualified offerors may submit a response. II. REQUIREMENT: II.A Background: The Bureau of Engraving and Printing (BEP) requires the purchase of two (2) Inverted Sheet Detectors for the Retrofit of two (2) KBANotaSys (KBA) Super Orlof Intaglio Presses. The KBA Retrofit Super Orlof Intaglio Presses are just one of the many items used by the BEP in the manufacture of U.S. currency and other secure documents. Specifically, the sheet detectors protect the integrity of currency sheets, ensuring that sheets are introduced onto the presses correctly avoiding the printing of inverted sheets. II.B Scope of Work: The BEP requires the supply and installation of a two (2) new Inverted Sheet Detectors for the Retrofit of KBA Super Orlof Intaglio Presses, Serials Nos. 63402707 and 63402702. The Contractor shall provide all necessary supplies, personnel and equipment to provide the equipment as well as be responsible for installation and putting into operation as described herein the solicitation. III. RESPONSE INFORMATION: Offerors shall provide a written response in accordance with the instructions outlined below. Responses shall be provided on company letterhead and shall include the following information: III.A Past Performance Past performance information demonstrating experience in providing the types of items found under the aforementioned NAICs code. Past performance shall include at least three (3) references, be limited to and include the following information for each reference: • Name of contracting activity/company. • Total contract/subcontract value. • Description of the contract/subcontract. • Point of contact; name, e-mail address and/or telephone number. • Period of performance. *Offerors that are newly formed entities without prior contracts should include a statement indicating such. III.B Pricing: a. Proposed Firm Fixed pricing for the item(s) listed above in the stated quantities as well as all costs; including the cost of delivery/shipping and installation; and b. Proposed Payments terms III.C Representations and Certifications: Offerors should include either a copy of their completed representations and certifications as per FAR provision 52.212-3, entitled "Offeror Representations and Certifications - Commercial Items" with their response or ensure their completion via on-line at https://orca.bpn.gov/. Failure to furnish a full and complete offer as instructed above may result in the Offeror's response being considered nonresponsive, therefore eliminated from further consideration and award. IV. QUESTIONS DEADLINE: Questions are to be submitted in writing via email to the Contract Specialist, Raina Baker at raina.baker@bep.gov no later than 10:00 a.m. ET April 12, 2011. V. RESPONSE DUE DATE: Responses to this solicitation shall be submitted in writing to the attention of the Contract Specialist listed herein no later than 2:00 PM ET April 18, 2011 via e-mail at raina.baker@bep.gov. Telephone requests will not be honored. VI. EVALUATION & AWARD: The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the terms and conditions of the solicitation is the lowest price, technically acceptable (LPTA) offer. VII.
