CAT/BPSS RFP CAT/BPSS Labor Catagories and Descriptions CAT/BPSS Past Performance Questionnaire CAT/BPSS Past Performance Data CAT/BPSS TSIF Access Forms CAT/BPSS Self Certification Matrix CAT/BPSS Price Evaluation Template CAT/BPSS Sample Bailment Agreement CAT/BPSS CDRLs and DIDs CAT/BPSS Drawing Tree Example The Transportation Security Administration (TSA) intends to procure CAT/BPSS systems. The purpose of CAT/BPSS is to enable TSA to identify fraudulent identification documents and boarding passes. CAT/BPSS systems will be delivered to sites throughout the United States and its territories. Portions of this RFP contain Sensitive Security Information (SSI). All Contractors interested in responding to the CAT/BPSS Solicitation must go through a vetting process and be approved to have access to SSI. Contractors who have been successfully vetted under the Pre-solicitation Notice instructions within this Synopsis will have SSI sent to the given Senior Corporate Official email address. Contractors that have not been vetted under the below Pre-solicitation Notice and are interested in responding to the CAT/BPSS Solicitation should review the SSI Clearance Information within the attached RFP document and response as appropriate. Please note that the clearance process can take several weeks. If you are a Contractor who submitted SSI vetting information prior to the deadline in this notice, but did not receive correspondence from TSA by April 6, 2011 5:00PM EST, please email the Primary and Secondary Point of Contact listed in this Solicitation Notice. NOTE: All information above is considered the Solicitation Notice. All information below is considered the Pre-Solicitation Notice. Added: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][added_on]" value="2011-03-16 14:21:46">Mar 16, 2011 2:21 pm Modified: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][modified_on]" value="2011-04-06 12:54:33">Apr 06, 2011 12:54 pm Track Changes This serves as a Pre-solicitation Notice for the Credential Authentication Technology-Boarding Pass Scanning System (CAT/BPSS) Solicitation (HSTS04-11-R-CT2042), which will be released on this same FBO notice web page. The planned release date is 25 March, 2011. While the RFP will be released here, certain attachments contain Sensitive Security Information (SSI). All Contractors interested in responding to the CAT/BPSS Solicitation must go through a vetting process and be approved to have access to SSI. In order to view all SSI-containing RFP attachments on the RFP issue date, Contractors must submit vetting information no later than 18 March 2011, 3:00PM (Eastern). See the document entitled "Further Pre-solicitation SSI Information" attached to this notice for more information. Contractor's Senior Corporate Officials must provide the appropriate information to the TSA as identified below. 1) Senior Corporate Official name 2) CAGE code of the Contractor's facility that will manage the proposal 3) The following information for all employees who need to view SSI. Provide this information in one password protected Microsoft Excel spreadsheet and send the password in a separate email: -Offeror/Subcontractor name -Employee Full Name -Employee Gender (M/F) -Employee Birth Date -Employee Citizenship -Social Security Number 4) Non-Disclosure Agreement for each employee (form entitled "Non Disclosure Agreement" attached to this notice) Contractors are limited to 35 employees who can have access to SSI and may only submit information once, with no revisions allowed. All information must be emailed to RFPACCESS@DHS.GOV, Gregory.Gigantiello@dhs.gov, Lance.Nyman@dhs.gov, and Margaret.Costa@dhs.gov in one (1) submission. SSI Vetting Clarification All Prime Contractors interested in viewing SSI in connection with the CAT/BPSS solicitation # HSTS04-11-R0CT2042 must submit all required information (items 1-4 referenced within this synopsis) for their respective employees AND employees of their Subcontractors. The 35 employee limit is inclusive of both Prime and Subcontractor personnel who should all be included in the one-time submission. TSA will not accept SSI clearances for Contractor and Subcontractor personnel submitted for previous CAT/BPSS solicitations. Every Prime Contractor interested in viewing SSI for solicitation # HSTA04-11-R-CT2042 must submit items 1-4 referenced in this synopsis for their personnel and all necessary Subcontractor personnel by the 18 March 2011, 3:00 PM deadline in order to be view SSI in connection with this solicitation.
