Description
The National Institutes of Health, Office of Logistics and Acquisition, Simplified Acquisitions Branch on behalf of the National Eye Institute (NEI) intends to negotiate on a non-competitive basis with Aquactic Habitats, Inc, 2395 Apopka Boulevard, Apopka, FL 32703 for an Multi-Rack System. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.501(a)(1) to use Simplified Acquisition Procedures for commercial items. The North American Industry Classification System Code for this acquisition is 112511 and the size standard is $0.75M. The Central Animal Facility at the National Institutes of Health in Building 49 has been equipped with a self-contain Aquatic housing system from Aquatic Habitats. The original procurement of this system adequately provided NEI with necessary space to house their zebra fish colony. The Zebra fish colony has out grown the current capacity of our current systems. The turnkey system are secure, efficient and as fail-safe as possible. All of which was customized to the needs of the animal facility. The stand alone system has proven to be a very functional and time-tested housing system. The design allows for a 5-stage state of the art filtration ensures optimal water quality. A low water level safety shut-off and alarm with programmable logic controller (PLC) control panel. A pressure relief valve helps maintain consistent water flow to culture tanks. A filter and UV bypass allow the service units while still running system. The automatic water exchange saves time and reduces labor. The system will enable the use of the filtration system and incorporate all three systems on one life support system allowing the animal facility to use their current rack system and increase their holding capacity and yet at the same time add the flexibility regarding tank sizes, shelf configurations, rack widths and heights in order to meet the different investigators requirements and the addition to adding a complete stand alone system to the animal facility to help maintain biosecurity of the two systems. Although other manufacturers now make systems which can meet some of the performance specifications of those manufactured by Aquatic Habitats, the design and construction of the similar systems are not identical to those manufactured by Aquatic Habitats. Secondary to their systems uniques patented components each manufactures components are unique to their system and are not interchangeable with those of other manufacturers. The additional Aquatice system and components under procurement is to be integrated into the facilities existing program and must be interchangeable with systems already present within the Animal Facility and the NEI program. The performance and functionality of these systems is critical to the protection of the animals and research supported by these systems and to the mission of the NEI program and the Central Animal Facility. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted by email to holleyv@od.nih.gov on or before 10:00 AM ET April 15, 2011. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurment.
