- Synopsis: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 541990 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $7 million. The National Institute of Cancer (NCI), Infections and Immunoepidemiology Branch (IIB), within the Division of Cancer Epidemiology and Genetics (DCEG), is anticipating re-competing a contract for support for molecular epidemiology studies. This support services contract is essential to IIB to maintain its program of studies that includes: • Mult-centric/multi-institutional studies (often international) that require extensive coordination. • Focused studies designed to follow-up on important scientific discoveries and/or to capitalize on time-sensitive opportunities for studies in areas of relevance to IIB. • Molecular studies nested within large, well-characterized collections that require careful selection of specimens for evaluation and close coordination of laboratory testing efforts. The contract will establish a mechanism to provide all the services required to support the program of studies that are time sensitive and/or require coordination across multiple sites and institutions. Projects supported by the current contract The contract supports efforts undertaken by Infections and Immunoepidemiology Branch (IIB) investigators to evaluate the role of infectious agents and host immunological responses in the natural history of various cancers. The contract has supported development, coordination, implementation, data management and/or analysis for over 35 projects, resulting in over 120 publications. Overall, the contract supported nine (9) international efforts and twelve (12) complex multi-centric or multi-institutional studies during the current contract period. Close to 6,000 participants were actively contacted and a large number of biological specimens (close to 2,000,000 aliquots) were collected and/or tracked. Some of the major activities of the contract include: 1) Developing coordination and liaison at a local or international level with collaborating investigators or institutions whose cooperation is needed for the conduct of a study; 2) Assist in the design and pilot testing of forms required for field investigations (e.g., questionnaires, abstracting forms, coding forms, manuals for field procedures and other documents); 3) Hire, train and supervise field personnel (interviewers, abstractors, phlebotomists, and others); 4) Identify and trace subjects or potential subjects to determine their health status and location; 5) Collect data (interviewing/record abstraction, biologic specimen collection and processing); 6) Maintain quality control and standardization so that appropriate and valid data result. To be deemed capable of providing the current need for the contract the offeror must submit a written capability statement. Organizations that submit capability statements in response to this notice will be evaluated against the following technical areas of experience and expertise: 1. Personnel/Experience: a) Demonstrated organizational experience in conducting and simultaneously managing several concurrent, multiple, large (including international) cohort and case-control epidemiological studies. b) Experience with oversight of large, complex contracts. c) Ability of the Offeror to respond quickly to changes in priorities and to supply support to urgent new efforts as directed by the Project Officer. d) The offeror must demonstrate how it will accomplish the task of attendance at face-to-face discussions, on a nearly daily basis, between the NCI Project Officers and the Project Director or project managers of individual studies in order to monitor and review progress on project activities. e) The offeror shall provide the name of the principal investigator, his/her professional qualifications and specific experience as a key investigator in large international genetic epidemiology studies with biospecimen collection, including blood and possibly other specimens such as urine, saliva, semen, etc., repository monitoring and specimen storage and specimen shipping. f) The offeror shall demonstrate that the proposed staff have demonstrated previous experience in carrying out epidemiologic studies in multiple geographic areas, including subject identification, recruitment, and protection, design of data collection instruments, data collection, biospecimen collection and shipping, and coding (standard disease, occupational, and geographic) and keying of data.. g) The offeror shall demonstrate that the proposed staff has previous successful experience in carrying out the requirements of the services stated herein. 2. Facilities: The offeror shall have the necessary dedicated office space and accommodations to fulfill the requirements. Organizations shall provide a description of security of medical record room, accessibility of medical records to NCI staff and tracking of records. The offeror must demonstrate how it will maintain the Family Studies Medical Record Room at a secure location which will assure that patient records will be delivered to the Project Officer at the Executive Plaza South Building, 6120 Executive Blvd, Rockville, Maryland within thirty (30) minutes of a request 3. Technical: The offeror must have secure data storage and transfer capability that can be compatible with personally identifiable data transfer to and from NCI secure networks.
