Description
The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support Simplified Acquisitions Branch on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) plans to procure, on a non-competitive basis, an MS-2000-XYZ System for Inverted Microscope, with Applied Scientific Instrumentation, Inc., whose business located at 29391 West Enid Rd., Eugene, OR 97492. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 334516 and the business size standard is 500 employees. The Cell Biology and Biophysics Unit (CBBU) within NINDS conducts research on the regulation of the microtubule cytoskeleton and the defects in this regulation in neurodegenerative disorders. To conduct any of these studies, the CBBU needs to observe in real time microtubule dynamics in living cells and the CBBU's current imaging system requires an integration with a stable, automated MS-2000-XYZ System for an Inverted Microscope from Applied Scientific Instrumentation Inc. The automated microscope stage MS-2000-XYZ System from Applied Scientific Instrumentation Inc. utilizes a unique closed-loop design that insures extremely precise and repeatable movement. Specifications for the item are as follows: Description Qty P/N: MS2 Two Axis Stage Controller for use w/closed loop D.C. 1 Servo motor stages. Control electronics must include system proven antibacklash algorithm to increase bidirectional accuracy S21721010 Closed loop XY stage w/ rotary encoders for NIKON 1 TE2000 microscope. Precision lead screws and ground Cross roller bearings are used to provide a high degree Of accuracy and repeatability PZ-2150 Piezo Z top plate option. Top plate of stage with piezo 1 Z positioning with sub-nanometer accuracy. Range of travel is 150 microns. Close loop control w/integrated sensors LE-XY XY-Axis Linear Encoder Option w/ 100 mm Stroke. 1 Encoder resolution is 20nm, and resolution at specimen Area of stage is 50 nm I-3091 The I-3091 has a set of adjustable slides that allow it to 1 accept a number of different size slides, and smaller petrie dishes I-3035 S I-INV-35mm for 35mm dish 1 Unit has 35.88 mm diameter base for 35mm dishes, there is a 1.45 mm recession on the bottom and 2 clips to hold the 35mm dishes in place. The upper diameter is 45.78 mm so larger dishes will fit as well, but they will be spaced up an extra 1.45 mm from the objective due to the 1.45 mm recession at the bottom. Applied Scientific Instrumentation Inc. (ASI) holds US patent, number 7180662 for embedding piezos within the top plate of the stage; this is critical for correct sample positioning. There are no other commercial products with the required sensitivity, resolution, speed, and ability to perform the specified tasks. Also there are no other known vendors that guarantee compatibility, or offer SAI's patented piezo technology. Therefore, it is determined that ASI is the only vendor capable of providing the required products which satisfy the agency's requirement. Delivery shall be FOB destination, Bethesda, Maryland. No solicitation will be issued. This Notice of Intent is not a Request for Quotations (RFQ); however, responsible sources interested in this solicitation may submit a statement of capabilities to Liem T Nguyen at lnguyen@mail.nih.gov on or before 2:00 P.M ET April 15, 2011. All information furnished must be in writing and must contain sufficient detail to allow the agency to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. Please reference announcement number NOI-2027800 on all correspondence.
