- STATEMENT OF WORKFABRICATION AND INSTALLATION OF FLOORCLOTHIN FIRST-FLOOR SERVICE AREAS,"LEMON HOUSE" ALLEGHENY PORTAGE RAILROAD NATIONAL HISTORIC SITE 1. BACKGROUND The fame and significance of the Lemon House lies in its use as a tavern along the route of the Allegheny Portage Railroad (1834-1853). An inclined plane railroad, it permitted transportation of canal boat passengers and freight over the Allegheny Mountains, providing a critical link in the Pennsylvania Mainline Canal system linking Philadelphia with Pittsburgh and beyond. The Lemon House is recognized as a building which adds to the architectural history of Western Pennsylvania. 2. PURPOSE The purpose of this contract is to provide for the fabrication and installation of reproduction floor cloths in two downstairs service areas of the Lemon House: the central hallway and the double dining room (rooms 100, 103, and 104 on the attached floor plan). The reproductions will be based on the floor cloths currently in use in those areas: a diamond pattern with marbling and a simple border offset for the staircase in the hallway and a black and white checkerboard pattern with a simple border in the double dining room 3. SCOPE OF WORK Independently, and not as an agent of the Government, the Contractor shall provide the National Park Service with all labor, supplies, materials, facilities and travel (except as provided herein), to fabricate and install approximately 1100 square feet of painted floor cloth in the three rooms identified above. The floor cloths will be laid wall-to-wall and tacked down securely. It will be the Contractor's responsibility to make a site visit prior to beginning fabrication in order to record the exact dimensions of the rooms. All installation hardware and tools will be provided by the Contractor. Floor cloths currently in use will be removed by park prior to return of Contractor for installation of new floor cloths. A. Deliverables Three separate floor cloths: "approximately 9'9 " W x 39'11 " L minus stairway offset (total roughly 350 sq. ft.) for room 100, the central hallway"approximately 18'10 " W x 20'1 " L (roughly 380 sq. ft.) for room 103, the rear dining room"approximately 18'10 " W x 19'7 " L (roughly 370 sq. ft.) for room 104, the front dining room The floor cloths shall be made of a heavy weight canvas that is jessoed and sanded to a smooth finish, back primed, with as few seams as possible, and those seams to be flat-felled. The painting shall be done with latex paints, and they shall be coated with not less than four coats of a high-quality water-based varnish. A lighter weight raw canvas shall be used as underlayment to compensate for uneven floorboards. The floor cloths presently in use have been executed in black and white. Photographs of the existing floor cloths, a drawing of the overall pattern and a floor plan showing the locations of the floor cloths will be provided to the contractor. 4. TIME FOR COMPLETION All work shall be completed on or before 08/31/2011. 5. TRAVEL The contractor is responsible for whatever travel is necessary in the performance of this contract. The contractor will be reimbursed for such travel in accordance with the current official Standard Government Travel Regulations. Only coach class for common carriers will be reimbursed. Any additional travel not authorized in the contract must be approved, in writing, by the Contracting Officer before it is actually accomplished. At a minimum, travel shall include: A.Travel to Allegheny Portage Railroad NHS to measure the rooms at the Lemon House. (POST- AWARD) B.On-site installation at the Lemon House. 8. PAYMENT SCHEDULE Upon completion of all work specified, and receipt of a proper invoice, the contractor will be paid a firm-fixed price of $----------------, in accordance with the following schedule: A.Upon completion, installation, and acceptance of the installed floor cloths, 100 Percent.
