- Sources Sought Notice No.: NHLBI-CSB-(HL)-2011-131-DDC Title: 66: Instruments and laboratory equipment This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of providing the below spinning disc confocal system. The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 334516 with a size standard 500 employees. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide services as below. Major tasks required of the Contractor include the following: The Laboratory of Molecular Genetics is seeking to purchase a spinning disc unit to couple with an inverted microscope. The integrated confocal system will be used to carry out live cell and tissue imaging with particular attention to mitochondrial morphology and dynamics. The instrument should have six solid-state lasers, and integrated Photokenesis unit for FRAP and Photoactivation studies. The accompanied software should permit simultaneous 3D rendering. Below are the Government required specifications. Government Specifications for Bioreactor: 1) Synchronization of disk rotation to specific location, camera readout and laser blanking, according to US Patent 6263095, must be present 2) System must include a fully motorized, microlens enhanced dual disk confocal scan unit with two built-in integrated camera ports for 2 simultaneously mounted detectors. 3) Dichroic mirror selection and camera port selection in the confocal scan unit must be fully motorized and computer controllable 4) System must include six (6) solid state excitation lasers of wavelengths 405nm, 440nm, 488nm, 514nm, 561nm and 640nm 5) The laser excitation light must be delivered from the beam combiner to the confocal scan unit by a direct optical path in free space, not by a fiber optic cable. 6) Where Acousto-Optical Tunable Filters (AOTF) are employed they must contain digital automated feedback and correction for temperature variation 7) Detector 1 must use a 1344x1024 pixel Interline CCD with Quantum Efficiency over 70% from 460nm to 580nm 8) Detector 2 must be a 512x512 pixel back-illuminated Electron Multiplier CCD with real time image processing 9) The software must permit interactive, voxel based 3D rendering through time of images currently being acquired; while simultaneously acquiring these images over time. 10) All 3D image data shall be directly acquired, stored and analyzed as volumes composed of voxels, not as a series of 2D images composed of pixels. 11) The software must include a network license to allow separate software modules to be used simultaneously on different computers. 12) Technicians must be present on site to install the instrument and offer training to users in an ongoing fashion. Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Deborah Coulter Contract Specialist, at coulterd@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by April 20, 7:30 AM, EST. All responses must be received by the specified due date and time in order to be considered.
