- Sources Sought Notice No.: NHLBI-CSB-(HL)-2011-133-DDC Title: 66: Instruments and laboratory equipment This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of providing the below motorized inverted microscope. The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 334516 with a size standard 500 employees. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide services as below. Major tasks required of the Contractor include the following: The Laboratory of Molecular Genetics is purchasing a motorized inverted microscope to couple with a spinning disk unit. The integrated confocal system will be used to carry out live cell and tissue imaging with particular attention to mitochondrial morphology and dynamics. The microscope that Government requires must be able to control the focus, temperature, humidity and air flow of the incubation chamber over long time. The scope should be fully automatic with remote control to minimize the operator's interference during long time imaging. The scope should be equipped with DIC and fluorescence objectives and be able to produce images with highest resolution and sensitivity. The microscope should also come with an integrated stage with precise Z-step size. 1. Inverted Microscope must be fully motorized including objective turret, reflector turret, Z, XY, incubation, condenser. 2. Microscope must be made using high pressure metal casting for mechanical and thermal isolation from mounted accessories or external influences. 3. Z-drive must have a 10nm step size. 4. Fluorescence light path must be fully apo-chromatically corrected. 5. Reflector turret must automatically recognize filter sets and any subsequent changes of filters. 6. Filter set holder must include ‘light trap' technology to improve signal, reduce exposure time and remove unwanted light from the imaging path. 7. Focus stabilization device must use a grid projection with an 835nm LED. 8. Focus stabilization must be controllable through external touchpad. 9. External touch pad must allow for control of all automatic components including Z focus, stage XY and focus stabilization. 10. Microscope must automatically select the preset optimal light intensity and contrast condition per objective. 11. Microscope must include 10x plan-apochromat, 20x plan-apochromat, 40x long working distance c-apochromat, 63x Plan-apochromat and 100x Plan-apochromat objectives, all capable of differential interference contrast. 12. C-apochromat objective must be perfectly chromatically corrected for at least 6 wavelengths from 360 to 700nm. 13. DIC pathway must include a magnesium fluoride plate to ensure homogeneity and precise pixel recognition in DIC and fluorescence (no pixel shift). 14. External fiber coupled metal halide light source shutter must be triggerable. 15. Incubation must be integrated into imaging software and microscope touchpad to report set temperature and actual temperature allowing for automatic temperature changes per experiment. 16. Microscope must be directly upgradable to structured illumination or TIRF device. 17. Representatives must be present on site to install and train all users in an ongoing fashion. Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Deborah Coulter Contract Specialist, at coulterd@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by April 20, 7:30 AM, EST. All responses must be received by the specified due date and time in order to be considered.
