Description
JOFOC 2011-N-13336 Applied Biosystems Maintenance Agreement The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Sciences (DLS) intends to award a sole source firm-fixed price maintenance agreement contract to Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404. The contract will be for a base year of 12 months with 4 option years of 12 months each. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. Applied Biosystems is the original equipment manufacturer of these instruments that are needed to be maintained. The Division of Laboratory Sciences/Newborn Screening Molecular Biology Branch utilizes a variety of instruments from Applied Biosystems to accomplish its public health mission. These pieces of equipment are essential in the performance of mission critical research projects for laboratory work and analyses performed by the Division of Laboratory Sciences As such, they are in continuous use and must be maintained appropriately. As the original equipment manufacturer of these instruments, Applied Biosystems is the only contractor that can fulfill these requirements. The maintenance includes preventative maintenance services, replacement parts certified to manufacturer's specification and emergency on-site support in the event the instruments fail to work properly. Applied Biosystems provides service manuals to engineers containing up to date service procedures applicable to the equipment. Engineers periodically receive service and manufacturer's information, often consisting of compilations of recent problems and suggested methods of correction actions. While there are other independent companies that can service this equipment in question, those companies will always have to contact Applied Biosystems for technical/software updates and factory certified replacement components. Such an arrangement could significantly slow down the process of keeping equipment maintained and repaired that are involved in mission critical experiments and research. The service engineers are highly experienced with the equipment, factory trained and certified for repairs and maintenance of Applied Biosystems instruments. They also maintained an on-site inventory of replacement parts and equipment so that in the case of instrument failures repair and service requests require the least amount of time possible. Applied Biosystems Inc has proven to be knowledgeable, reliable, and efficient regarding installation, repair, and maintenance of their instruments. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Applied Biosystems. CDC believes that Applied Biosystems is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Thaddeus Rollins via email to tnr6@cdc.gov using solicitation number 2011-N-13336 in the subject line, no later than 11:59 pm Eastern Time, 21 April 2011.
