- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combination Synopsis/Solicitation - Cathodic Protection Services Solicitation Number: W9124R-11-T-1020 Response Due Date: 3 May 2011 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Acquisition of Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes (RFQ) are being requested and a written solicitation will not be issued. This CSS (W9124R-11-T-1020) is being issued as a Request for Quotation (RFQ), which will result in a Firm-Fixed Price contract with one Labor Hours CLIN for Maintenance, one Time and Materials (T&M) CLIN for Materials, one Cost CLIN for Travel, and one CLIN for Contractor Manpower Reporting Requirement (CMR). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-50, effective 16 March 2011; Defense Federal Acquisition Regulation Supplement (DFARs), current to DPN 20110317 Edition. Payment may be made by Government Visa Payment Card. Offerers shall account for any costs associated with accepting credit card payment within their quotation. This requirement is being solicited as a 100% small business set aside. The North American Industry Classification System (NAICS) is 238190 with a size standard of $14.0 Million. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may register online at http://www.ccr.gov. This requirement is being solicited on a Lowest Price Technically Acceptable basis. Award will be made on an all or none basis. An offeror must quote on all items and periods of performances in this solicitation to be eligible for award. This contract will include a one-year base period and two one-year option periods. The resultant contract will be for the following: Contract Line Item Number (CLIN) 0001 Annual Inspection of Cathodic Protection System (FFP), CLIN 0002 Maintenance (LH), CLIN 0003 Materials (T&M), CLIN 0004 Travel (Cost), and CLIN 0005 CMR (FFP). The period of performance for the base year shall be 01 June 2011 through 31 May 2012. The contract will also include two one-year option periods through 31 May 2014. Offerors shall submit pricing on the attached CLIN breakdown. The requirement specifications for this CSS or any other pertinent information applicable to this CSS are also located at the Mission and Installation Contracting Command Center - Yuma web site at www.yuma.army.mil/contracting under RFQ W9124R-11-T-1020. If applicable, all quotations shall include any transportation costs to U.S. Army Yuma Proving Ground, Yuma, Arizona 85365-9498. Arizona vendors are to include the Arizona Privilege Tax. All quotations shall be clearly marked with Reference Number W9124R-11-T-1020 and emailed or sent to the Point of Contact (POC) listed below no later than 3 May 2011 4:00 PM Mountain Standard Time (MST). Offerors that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this CSS may be excluded from consideration. All quotations shall include pricing for all CLINs as award will be made on an all or none basis. SITE VISIT: A site visit will be conducted by the Contracting Officer at the US Army Yuma Proving Ground, on 19 April 2011 at 09:00 AM MST. Each company is restricted to 2 attendees. Advise Teresa Beebe, the Contract Specialist, at email teresa.beebe@us.army.mil or FAX number 928-328-6849 if you plan to attend the site visit. Failure to visit the job site will not disqualify an offer; however, the offeror acts at his own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. In order to be allowed entrance onto U.S. Army Yuma Proving Ground, offerors will need to submit a Visit Request Letter (VRL) as follows: VRL: Each company shall provide on their letter head, signed by a company official the following information for each attendee: full name, SSN, date of birth, place of birth, citizenship, naturalization number, and date of the site visit. Photographs are not permitted. There will be no cameras or cell phones with cameras allowed during the site visit. Offerors should review The Economic Espionage Act of 1996 (http://www.law.uconn.edu/homes/swilf/ip/statutes/espionage.htm) and the Uniform Trade Secrets Act (http://www.law.upenn.edu/bll/archives/ulc/fnact99/1980s/utsa85.htm) prior to attending the site visit. Offerors are requested to review CSS reference number W9124R-11-T-1020 and submit only written questions to Teresa Beebe at email teresa.beebe@us.army.mil or FAX 928-328-6849 by 4:00 PM MST on Thursday, 21 April 2011. Questions and answers raised during the site visit will be publicized through an amendment to the solicitation to be issued no later than 5 working days after the visit. All attendees must possess a valid photo ID or photo driver's license. All drivers must provide a valid photo driver's license, current vehicle registration, and current proof of vehicle insurance.
