Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The request for quote (RFQ) reference number is H94003-11-T-1116. This is a small business set-aside. The NAICS Code is 511210 with a size standard of $25 million. This requirement is for a 30 day trial use of a GEM/SECS software development kit (SDK) with an option to purchase a SDK. FOB Destination to Defense Microelectronics Activity (DMEA), 4234 54th St, McClellan, CA. The salient characteristics for this software are as follows: 1) A 30 day evaluation of the software library and the example application with option to purchase. 2) CONUS to provide a SECS/GEM communications software library (SDK). 3) The software library must be compatible with Microsoft C# and Microsoft.NET technologies. 4) A fully functional example application that uses the SDK to provide SECS/GEM communication. 5) Source code in a.NET language must be included with SDK for the example application and allow for recompile with Microsoft Visual Studio 2008 or 2010. 6) At least 1 run time license for applications developed with the software library. 7) An existing off the shelf commercially available product. 8) Support for one SDK user and SDK maintenance for one year. 9) The SDK must be downloadable from the internet or provided by CDROM or DVDROM. This is a lowest price technically acceptable procurement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. The following FAR clauses apply: 52.212-1, 52.212-2 Evaluation - Commercial Items, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items; 52.217-5, Evaluation of Options; 52.217-7, Option for Increased Quantity; 52.217-9, Option to Extend the Term of the Contract. DFARS clause 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, 252.232-7010 Levies on Contract Payment.
