- PRE-SOLICITATION NOTICE FOR FA4890-11-R-0006: This is a pre-solicitation notice only. Previous notices for this acquisition was under posting number FA4890-11-R-B-B2-B1CATCWD. Air Combat Command, Acquisition Management Integration Center (AMIC) anticipates issuing the final RFP on or about 18 Apr 2011 with a closing date on or about 24 May 2011. This will be a competitive acquisition set-aside 100% for small businesses. The Government intends to make one award from this solicitation. The North American Industry Classification System Code (NAICS) for this requirement is 611512 with a corresponding small business size standard of $25.5M. The contractor shall perform in accordance with the standards outlined in the Performance Work Statement (PWS) as posted with the RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services, except as identified in the PWS, required to perform B-1 and B-52 Aircrew Training (CAT) and Courseware Development (CWD) to include Instrument Refresher Course Instruction and Distributed Mission Operations training at multiple geographically separated CONUS locations. Specific tasks are divided into three categories: 1) Academic and training device training; 2) CWD and 3) General tasks. The contractor shall conduct academic and training device instruction in support of formal course syllabi, training plans, event lesson plans, and Continuation Training (CT) to formal course students and permanent party aircrew. Academic instruction shall include platform, remedial training, and monitoring of computer-based and self-paced instruction periods. Device training shall include instruction in various aircraft specific simulators and other associated training devices. Courseware development duties shall consist of development, review, and revision of formal training syllabi as well as developing and maintaining CT training files and providing required Subject Matter Expertise. Performance will consist of a two-month Transition/Phase-In period, one Base Year period and four, One-year Option periods. The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. Interested parties should review the documents posted and provide any comments via e-mail to the Contracting Office. When submitting comments, offerors should provide their company name, address, point of contact, Cage Code, phone and fax number, email address, and business size. It is the offeror's responsibility to monitor the Internet for the release of the final Request for Proposal (RFP) and closing date. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition and to ensure that the requirement is understood. A pre-proposal conference is planned to be held on or about 3 May 2011 at Dyess AFB, TX. Details to follow. Offerors desiring to attend the conference must pre-register by 28 Apr 2011. Registration information is outlined in the RFP. An interested parties listing will be posted to FBO to facilitate teaming and subcontracting opportunities. To be eligible for contract award, offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the Central Contractor Registration (CCR) under the applicable NAICS code. All interested parties are cautioned to ensure that information listed in ORCA and CCR is current and correct.
