- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Health and Human Services, National Institutes of Health, at the National Cancer Institute, The Division of Cancer Epidemiology and Genetics (DCEG), Office of Acquisitions intends to negotiate a sole source modification for a one year extension to the contract with the American Type Culture Collection (ATCC), of Manassas, Virginia, to continue providing support services for investigations related to the processing of fresh and frozen biospecimens for the purpose of conducting studies on the etiology of cancer. The American Type Culture Collection has been under contract (No. N02-CP-31004) to the National Cancer Institute since 2003, to support studies in which the contractor has received and processed various human biospecimens so that their derivatives may be used in genetic and other metabolic analyses. Statutory authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. American Type Culture Collection is the only responsible source and no other supplies or services will satisfy agency requirements. The ATCC has provided processing, and storage of these valuable specimens accumulated in this collection since 2003. The contractor has the established infrastructure and staff to accommodate the receipt and processing of samples within as little as 3-4 hours and up to 24 hours; thereby, making the ATCC, uniquely qualified by virtue of their continued performance, and the only one responsible source. If this effort were to be awarded to another contractor it would take approximately two (2) of months for another contractor to establish the necessary infrastructure and specialized staffing necessary to fulfill the government's requirements. This would result in unnecessary delays and the destruction of the ongoing collection and processing of the valuable specimen collection that has been ongoing since 2003. This would result in a substantial duplication of costs to the government which is not expected to be recovered through competition. The purpose of extending this contract is to complete the following active studies: 1) Continuity in the transformation of lymphocytes collected in the Urban Health Study with the Eptstein Barr Virus (EBV) in order to provide unlimited quantities of DNA for studies of hepatitis C virus and other viruses that cause cancer. 2) Receipt of blood and buccal specimens from studies of familial cancer conducted through the Familial Cancer Omnibus Protocol (78-C-0039), the Melanoma clinical studies protocol (02-C-0211), the clinical studies for blood and lymph node cancers protocol (02-C-0210), the chordoma protocol, the Italian and American melanoma case-control and family studies protocols, and the Family Testicular Cancer study to include EBV transformation of lymphocytes, cryopreservation, nucleic acid extraction and isolation of peripheral blood mononuclear cells (PBMCs). 3) Receipt, processing and viable cryopreservation of bone marrow samples from persons with inherited bone marrow failure syndromes (IBMFS) to be followed by extraction of DNA and RNA for in vitro function studies designed to evaluate the functional consequences of newly-identified mutations in IBMFS-related genes, and to conduct studies of induced pluirpotent stem cells, with multiple intra- and extra-mural laboratory investigators. Whole blood will be extracted for DNA to allow for studies of dyskeratosis congenital, Fanconi anemia and other IBMFS. This study also supports the culturing of skin fibroblasts and subsequent DNA extraction for the evaluation of germline mosaicism in IBMFS patients who do not meet standard molecular diagnostic criteria. 4) Whole blood will be received from the Family Testicular Family study and processed into PBMCs that will be used for high-resolution cytogenetic studies aimed at identifying candidate genomic loci which might harbor TGCT susceptibility loci and to isolate DNA for the purpose of identifying rare, highly penetrant testicular cancer susceptibility genes. 5) PBMC isolation, cryopreservation, EBV transformation, and nucleic acid extraction will also be performed for the Pleural Pulmonary Blastoma Study, the Li-Fraumeni Study and the Nurofibromatosis Type 1 study. As part of the work under this potential contract quarterly and final technical report are expected. The proposed contract action is for supplies or services for which the Government intends to continue with one source under authority FAR 6.302. However, interested sources may identify their interest and capability must respond by submitting a capability statement (5 page limit) within 15 days of publication of this synopsis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The capability statement will be considered solely for the purpose of determining whether to conduct a competitive procurement. Overnight deliveries should be mailed to Juana A.
