- Description
- The Environmental Protection Agency, Region 1 New England Regional Laboratory, has a requirement for the upgrading its' current Citrix servers to the latest version of Citrix XenApp 6 which includes configuration and installation migration of existing system where necessary. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 19.502-2(a), this requirement is being solicited on an unrestricted basis. The North American Industrial Classification Code (NAICS Code) that is applicable to this requirement is 541512, Computer SystemsDesign Services. The small business size standard for NAICS Code 541512 is $25,000,000.00. The EPA Region 1 is requesting a firm fixed price quote which consist of the following requirements: US EPA's current Citrix environment consists of (3) Presentation Server 4.5 servers running Windows Server 2003 Service Pack 2. US EPA is looking to upgrade their existing Presentation 4.5 servers to XenApp 6. The US EPA production servers are currently grouped into two farms. US EPA would like to consolidate these servers into a single XenApp6 farm. There is currently an activated DS3 circuit between the Boston and Chelmsford sites. The Chelmsford site has two servers in one farm. The Boston site has a single server which resides in its own farm. Phase I Analysis: Prior to the purchase of any hardware/software, a complete analysis and design will need to be conducted. The process should start with a collaborative Discovery, Documentation and Design phase which includes an in-depth current state/desired state analysis. The final result will be the Design Plan which will be reviewed with US EPA. Upon acceptance by US EPA, a complete Technical Statement of Work should be produced by the vendor including confirmation of technical components and product requirements, resource requirements, site preparation, execution strategy and anticipated timeline which will enable scheduling and preparation for the upcoming production implementation. Phase II Production Build & Test: Kickoff of this phase will begin with product procurement. Once all products are available, the vendor should begin the build and deployment of the XenApp 6.0 environment based on the approved design. US EPA will provide 3 Windows Server 2008 R2 virtual servers. The vendor will be responsible for XenApp and Web Interface installation and configuration. The vendor, with the assistance of US EPA, will deploy all of the applications that are in use in the current US EPA configuration. The major applications include: Perkin Elmer Labworks Client/Server 6, Perkin Elmer Total Chrome Client/Server 6.3.1, Microsoft Office 2007, Crystal Reports XI ArcGIS 9 and Adobe Acrobat Professional 7.0. Phase III Production Rollout: US EPA will be responsible for the production cutover/rollout. US EPA will be responsible for the Citrix client update for all users. Project should include knowledge transfer and "as built" documentation. US EPA will be responsible for providing the hardware needed for this project. US EPA will also be responsible for providing the Citrix and Microsoft licenses needed for this project. US EPA will provide the vendor with contact information for all third parties associated with this project. US EPA will be responsible for ensuring pre-project backups. The US EPA will provide a technical point of contact for the duration of this project. All project activities will be performed at a single US EPA location unless otherwise noted in this document. US EPA is responsible for providing the virtual servers that meet or exceed required specifications and shared or local storage. US EPA is responsible for providing the client devices, configuration and deployment. US EPA is responsible for providing the required Microsoft licenses, including Server OS, SQL and required CALs. US EPA is responsible for providing all required application media and licensing. US EPA has current Citrix Subscription Advantage maintenance on their Citrix licenses. The vendor will assign a Project Manager to this project to act as the single point of contact for all project communications. This individual will be responsible for scheduling the project and handling all project management and communications. All contractors who provide goods and services to the Government must be registered in the Central Contractor Registration (CCR) database. If your company is not listed in the CCR database, you must register your company at https://www.bpn.gov/ccr/default.aspx prior to submitting your quotation. Failure to comply with CCR registration may make the vendor ineligible for award. Offerors shall prepare their quote in accordance with FAR 52.212-1 Instructions to Offers - Commercial Items and the following additional instruction. Offerors shall provide the following to be considered: 1. Firm Fixed Price for all requested sevices. 2. Confirmation that the contractor can perform the services between 6/01/11 and 8/01/11. 3. Accept Monthly payment in arrears based on 50% of order value per month. 4. Warranty of work for 1 year. 5. A completed copy of the FAR provision, FAR 52.212-3, Offeror Representations and Certifications for Commercial Items, or a copy of your online representations and certifications that have been certified to be accurate and complete no later than the due date for the RFQ. EVALUATION The Government will award a contract resulting from this solicitation to the responsive and responsible Offeror that offers the best value, price and technical factors considered. The government may contact Offer's to clarify information to better understand their quotes or to request information that appears to be inadvertently omitted.
