CONTACTINFORMATION CAN BE FOUND IN THE BODY OF THIS ANNOUNCEMENT****This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for radio frequency (RF)engineering computational modeling and design services which are required to design andconstruct high efficiency/high power RF induction heating coils appropriate for use in aprecision research and development environment to heat a wide variety of potential testarticles to extremely high temperatures in a high pressure environment. Attached is astatement of work of the specification description and deliverables.This procurement is a 'Full and Open' solicitation.All responsible sources may submit an offer which shall be considered by the agency.Delivery to Marshall Space Flight Center (MSFC) is listed in the statement of work.Delivery shall be quoted as FOB Destination to MSFC.Offers for the items(s) described above are due by April 22, 2011 by 4:00 p.m. and mustinclude, solicitation number, FOB destination to this Center and compliant to deliveryschedule, discount/payment terms, warranty duration, identification of any specialcommercial terms, and be signed by an authorized company representative. Any questionsconcerning this solicitation shall be received no later than April 14, 2011 by 12:00 p.m. All contractual and technical questions must be in writing (e-mail or fax) to JanetAppleton (DFI) at janet.L.appleton@nasa.gov or 256-544-6560. All questions with answersshall be posted on or before April 19, 2011 by 12:00 p.m. Telephone questions will notbe accepted. Offerors may utilize their companies standard quotation forms. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (JUNE 2010), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (APR 2011), Contract Terms and Conditions Required To Implement Statutes orExecutive Orders-Commercial Items is applicable and the following identified clauses areincorporated by reference: See attached applicable terms and conditions.The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.htmlThe NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award will be made to the lowest priced, technically acceptable offeror,with emphasis given to the extent of direct relevant corporate experience and quality ofpast performance on previous contracts/orders. Vendors shall submit with their offer, two(2) different company names, phone numbers, and points of contacts for confirmation ofpast performance. Technical acceptability will be determined by review of informationsubmitted by the offeror which must provide a description in sufficient detail to showthat the product offered meets the Government's requirement.All responsible sources may submit an offer which shall be considered by the agency.However, any award from this RFQ will require the potential vendor to be certified withinthe Online Central Contractor Registration (CCR) FAR 52.204-7(APR 2008) and OnlineRepresentations and Certifications Application (ORCA), FAR 52.212-3 (APR 2011), databasesprior to award.An ombudsman has been appointed -- See NASA Specific Note 'B'.It is the offeror's responsibility to monitor the following Internet site for the releaseof solicitation amendments (if any):http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62.
