Description
The Department of State, Office of Acquisition Management (AQM), International Programs (IP) Division, International Affairs Branch (IAB) has a requirement for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract to provide worldwide Conventional Weapons Destruction (CWD) services and supplies in support of the Bureau of Political-Military Affairs' Office of Weapons Removal and Abatement (PM/WRA). This RFP is being issued in conjunction with FAR Part 15. The solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-50. This is a 100% small business set aside. The NAICS code for this acquisition is 562910. The small business size standard is $14 million. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR). Offerors will be required to complete either a paper copy of the Representations and Certifications or may complete them online at http://orca.bpn.gov) in responding to this requirement. The purpose of the proposed contract is to provide worldwide Conventional Weapons Destruction (CWD) services. CWD encompasses humanitarian mine action (HMA), battle area clearance (BAC), small arms and light weapons (SA/LW) destruction, including destruction of at-risk munitions, and man-portable air defense systems (MANPADS), as well as large-caliber weapons and munitions, stockpile and cache reduction, physical security and stockpile management (PSSM), and building local capacity to manage these programs and advising host nations, as appropriate. The period of performance will be as follows: Base Year: October 01, 2011 through September 30, 2012 Option Year One: October 01, 2012 through September 30, 2013 Option Year Two: October 01, 2013 through September 30, 2014 Option Year Three: October 01, 2014 through September 30, 2015 Option Year Four: October 01, 2015 through September 30, 2016 The place of performance is varied worldwide locations. Contract types for the individual task orders will far under one or more of the following, depending on the type, complexity, and urgency of the task order requirement: fixed-price, cost-reimbursement, labor-hour, and/or time-and-materials. Some of the task orders may be performance-based. Performance-based requirements, when applicable, will be conveyed and administered at the task order level. This procurement is being conducted under FAR Part 15.101-1. The acquisition evaluation will be conducted utilizing a Best Value - Tradeoff Source Selection Process, which seeks to select an offer with the best value to meet the Government's need. Best value, in accordance with FAR 2.101, is defined as the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The Government makes no guarantee as to the number of orders or actual amount of services that will be requested above the guaranteed minimum of $100,000 (inclusive of all direct costs, indirect costs, and profit/fee) within the contract's five-year period of performance (base year plus four option years). The maximum dollar value for the life of this contract (base year plus for option years) shall not exceed $250M (inclusive of all direct costs, indirect costs, and profit/fee). Task Orders for all proposed services will be placed against the contract on an as-needed basis and individually negotiated. In order to be considered for award, the Offerors must possess a Defense Security Service (DSS) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM).
