- FOR MORE INFORMATION CONTACT Larran Frasier, 410-395-7005 The Government intends to award a follow-on IDIQ contract of DAAB07-010-D-M013 to the qualified contractor. The proposed effort is for the continued execution of the Advanced Field Artillery Tactical Data System (AFATDS) Foreign Military Sale (FMS), which includes system engineering, software engineering, testing, training, logistics and FSR supports Description of Supplies/Services: The AFATDS is a multi-service (USA/USMC/USN), automated Command and Control and Communications system that provides automated fire support and coordination to all the services. AFATDS pairs weapons to targets providing maximum effective use of all available fire support assets. AFATDS automates the planning, coordinating, and controlling of all fire support assets (field artillery, mortars, close air support, naval gunfire, attack helicopters and offensive electronic warfare). AFATDS will perform the fire support command, control and coordination requirements at all echelons of field artillery and maneuver, from Echelons above Corps to Battery or Platoon in support of all levels of conflict. AFATDS is composed of Common Hardware/Software employed in varying configurations at different operational facilities or nodes and unique system software interconnected by tactical communications in the form of software driven, automated network. The AFATDS totals 2.8 million source lines of code that is a mix of approximately 93% Ada, 5% Java and the remaining in C and C++. The AFATDS server encompasses seventeen computer software configuration items (CSCI) and is hosted on the Defense Information Infrastructure (DII) Common Operating Environment (COE). AFATDS adheres to more than thirty-six different processing standards, twenty different human-computer interface standards and fifty different data transport standards; AFATDS interoperates with more than seventy other Army, Joint and Coalition systems. AFATDS operates at SECRET classification level and requires compliance with the DOD Information Assurance Certification and Accreditation Program (DIACAP). AFATDS can also be operated as server-client configuration. When AFATDS operates in this configuration, the Effects Management Tool (EMT) is employed as a client terminal of the AFATDS and operated via Ethernet or Combat Net Radio (CNR) connection. The EMT is a Java-based client that allows user access to selected AFATDS database information including geometries, unit data and mission data through AFATDS external Application Program Interfaces (API) via Ethernet or CNR depending on the operational mode. The Simulation/Stimulation (SISTIM) is a message stimulation and simulation software product that supports testing and training for AFATDS and EMT. It is capable of transmitting and receiving Variable Message Format (VMF) based fire support messages using communications protocols, and performing simple messages response generation for several common fire support systems. The contractor tasked to accomplish this effort must possess an in-depth subject matter expertise in the fire support domain, and possess thorough knowledge of the system architecture, software architecture and code for AFATDS, EMT and SISTIM systems in order to modify and enhance these systems for Foreign Military Sale (FMS). The contractor must also possess expertise and experience in working with international country. The AFATDS FMS implementation schedule is extremely challenged. AFATDS FMS customers typically request to have the products completed, tested and delivered within 12 months after the award of the contract. The contractor must possess product specific expertise, domain experience, and demonstrate the ability to accomplish the FMS tasks within the time constraints. In addition to the expertise described above, the contractor must be able to support all technical, operational, safety, interoperability and security testing, be able to provide the requisite training support to the international country either at CONUS and/or OCONUS.
