- This is a synopsis of a solicitation that will be uploaded after the closing date of this notice.------ The procurement method used for this solicitation is Contracting by Negotiation FAR Part 15. The NAICS Code is 333319 “ Other Commercial and Service Industry Machinery Manufacturing. There is no National Stock Number (NSN) assigned for this procurement. --------- This procurement is in support of the Naval Facilities Engineering Service Center (NFESC), Port Hueneme, CA 93043. The Ship Repair Facility (SRF) Yokosuka currently operates a 50 gallon per minute Bilge and Oily Wastewater Treatment System (BOWTS) designed and installed by NAVFAC-NFESC to process wastewaters generated by maintenance operations and offloaded from ships. Due to the solids loading and infrequent operation of the system, frequent fouling of the pre-coat filter occurs, prohibiting the capacity of the system from being realized as well as dramatically increasing maintenance requirements. In order to better handle the wastewater generated from maintenance operations and wastewater offloaded from ships, NAVFAC-Engineering Service Center was tasked to develop a new bilge and oily wastewater treatment system capable of processing 100 gallons per minute, and capable of handling waste with high solids loading. The complete system shall be automated. The load equalization tanks shall be retrofitted with level sensors and High/High level switches to initiate treatment once it is energized and the liquid level requirements are met, and set off alarms once the tanks capacity reaches 80 and 90 percent, respectively. NFESC designed a new Bilge BOWTS for SRF Yokosuka based on a treatability study conducted by the activity and preferences on types of technologies available in the industry. The contractor shall provide engineering services and material to assemble and install the NFESC-designed BOWTS SRF Yokosuka, Japan and develop an Operational and Maintenance (O&M) manual for the system. Prior work experience, of the contractor team, in Japan is desired. The undertaking shall be conducted in four discrete phases of work: (i) material procurement, (ii) shipping, (iii) assemble and install the BOWTS per government furnished drawings and specifications, and (iv) development of a BOWTS operation & maintenance manual.----- Task 1 Procurement: Generate Bill of Materials (BOM). The contractor shall generate a detailed material list required to fabricate, assemble, and install the BOWTS. The contractor material listing should be developed based on the government furnished specifications Plans, Drawings and Specifications.----------- Procure materials - The contractor is responsible for procuring the major equipment/components, parts, ancillary materials and supplies required for the integrated BOWTS. The government has furnished specifications for all major equipment, parts, ancillary materials and supplies required for the system. ------- The contractor will store all equipments, parts and ancillary materials and supplies in 40-foot International Standard Organization (ISO) shipping containers.------- NAVFAC-ESC reserves the rights of approval prior to any changes to major equipment/material, parts, ancillary materials and supplies. Changes shall be communicated in writing to NAVFAC-ESC COR and the Contracting Officer for approval or disapproval.---------- Task 2 Shipping: The contractor is responsible for storing, cataloging, staging and shipping all equipment, parts, ancillary materials and supplies to SRF Yokosuka, Japan. Commercial shipping will be used. All equipment, parts ancillary materials and supplies shall be shipped together and shall be delivered together. The contractor will list shipping materials (e.g., containers, packaging, banding, tie downs) on the material list or submit a separate list specific to shipping items, handling, packaging, and costs.--------- Task 3 Engineering Services and Installation: The contractor is responsible for providing engineering services to install the system as specified in the Government furnished installation Plans, Drawings and Specifications. ----------- Facilities Requirements: The contractor shall be responsible for providing all forklifts and cranes as required.------------- Task 4- Operations and Maintenance Manual: The contractor shall be responsible for developing the Operational and Maintenance Manual for the system. The manual shall consist of all equipment drawings manuals and warranties supplied by the vendors/manufacturers (as appendices) and a description of all equipment used in the treatment system, as well as name plate information on components. --------- A firm fixed price contract is anticipated. The NAICS code is 333319. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. The contract term will be a base period, one time purchase, shipping, and installation service. This is a new procurement. It does not replace an existing contract. The proposed contract listed here is being considered for a set-aside. Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/.
