- The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract to M.C. Dean Inc. The Naval Postgraduate School (NPS) has a requirement for support services in the design, development, and communication of information and materials for the NPS International Masters in Public Administration (I-MPA) program. The I-MPA is a joint initiative of the NPS Graduate School of Business and Public Policy (GSBPP) and the Global Public Policy Academic Group (CPPAG) with a planned launch date of December 2011. The launch plan includes development of a structural framework, established program and student recruitment and enrollment. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(iii). It is deemed that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would likely result in unacceptable delays in fulfilling the agency ™s requirements. The proposed Contractor has successfully performed services and provided deliverables over the past calendar year in the development of related outreach initiatives stemming from the NPS office in Geneva and campus in Monterey, Ca. The corporate knowledge coupled with the ability to work in the European theater is essential for the coordination of the program. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions shall be submitted not later than 14 April 2011. Questions submitted by phone or fax will not be considered. Central Contractor Registration (CCR): Contractors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/.
