- In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" this Sources Sought (SS) Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Requirement: The Department of Veterans Affairs, Program Contracting Activity Central (VA-PCAC) is seeking potential sources (particularly service-disabled, veteran-owned small businesses, SDVOSBs; veteran-owned small businesses, VOSBs; and woman-owned small businesses, WOSBs) for an upcoming project to design and install three E85 fueling stations at the following VA facilities in Veterans Integrated Service Network (VISN) 15 (tank sizes in parenthesis): 1)Kansas City VA Medical Center, 4801 Linwood Boulevard, Kansas City, MO 64128 (5,000 gallons) 2)Robert J. Dole VA Medical Center, 5500 E. Kellogg, Wichita, KS 67218 (5,000 gallons) 3)Dwight D. Eisenhower VA Medical Center, 4101 S. 4th Street, Leavenworth, KS 66048 (5,000 gallons) All three fueling stations will be Aboveground Storage Tanks (ASTs). The following is an abbreviated description of the work: i.The fueling station tank shall be double-walled, gallon capacity by location as listed above in paragraph 1.1.B, and ballistic proof. The skid shall be anchored to the new concrete foundation. The concrete foundation design shall be prepared and stamped by a structural engineer licensed in the state of Florida. A Programmable Logic Control (PLC) panel will control the fuel system. ii.The fuel tank, pumps, pumps, dispensers and related equipment shall be skid mounted and provided as a turn-key system. The contractor shall provide an integrally constructed and fabricated, tested and certified system prior to delivery to the VA site. The tank shall contain a product decal specific to the site. Where required, containment structures shall be constructed of steel-reinforced concrete. iii.Provide on-demand, monitoring and reporting of actual fuel consumption, vehicle ID, odometer reading, date of fueling and gallons dispensed. Date of fuel transport shall be included. iv.Contractor shall provide a card reader/fuel management system capable of authorizing and recording both fuel and fuel transactions using the Wright Express (WEX) and General Services Administration (GSA) Smart fuel cards processing system. The controller shall be compatible with the GSA controller to assist in the reimbursement for the E85 fuel. The system shall be connected to one or more remote billing services by telephone modem for a high speed line, for the purpose of remotely authorizing, recording, and billing transactions by fuel networks (such as Voyager). The Contractor shall be responsible for setting up the remote billing accounts coordinated by the Contracting Officers Technical Representative (COTR). v.The E85 Fueling Station shall include clearance warning signs, where appropriate. vi.The project will also include security requirements (cameras, fencing, etc.), as well as an option for the fueling stations to be powered by solar PV and storage batteries. Some locations may also include options for additional road work in order to make accessibility to the tanks feasible. NAICS 237120 (size standard $33.5 million) applies Submittal Information Required: Respondents shall provide a general capabilities statement to address the following information: 1.Please provide no more than five (5) contracts that your company has performed as a prime contractor for this same or similar requirement and of comparable size, complexity and scope in the last three (3) years. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, building use (e.g., medical facility), start and completion dates, and the project owners' contact information, as this person may be contacted for further information. 2.Please identify your company's number of years in business, affiliate information, parent company, and joint venture partners. 3.Respondents shall provide the company's resumes, not to exceed two (2) pages each for key personnel that would be involved in the project, and their respective roles. 4.Provide company business size, as designated by the NAICS association and the U.S. Small Business Administration, and status (i.e. large business, small business, service-disabled veteran-owned small business, small disadvantaged business, woman-owned small business, hub zone small business, etc.). Please note that in accordance with the Class Deviation to VAAR 804.1102, all SDVOSBs and VOSBs must be registered and verified in the Vendor Information (VIP) database in order to receive an award as a result of an SDVOSB or VOSB set-aside. All SDVOSBs or VOSBs responding to this sources sought shall state whether or not they are verified in the VIP database. 5.Provide the prime contractor's available bonding capacity in calendar year 2011. 6.Provide your company's geographic service area, including the specific sites listed in this sources sought that you are interested in. Please note that the purpose of this sources sought is to identify qualified contractors that would be interested in proposing/bidding on this project. The results from this announcement will assist the VA in making procurement decisions such as set-aside determinations and analyzing company experience/capability to perform design-build construction. This notice is for planning purposes only. It is requested that interested contractors submit a response (electronic submission) of no more than ten (10) pages in length, single spaced, 12 point font minimum, that address the above information. Please note that hard copies will not be accepted. Please also include a cover page which includes, at a minimum, the company's name, address, Dun & Bradstreet number, socio-economic status, point of contact, phone number and email address. Responses must include the sources sought number and project title in the subject line of their email response. Submissions (responses) must be received no later than April 22, 2011 at 2:00 p.m., EDT, and shall be emailed to andy.neiss@va.gov. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto.
