- This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes. Background. The Indian Health Service (IHS) is responsible for providing healthcare services to over one million American Indians and Alaska Natives in 33 states of the United States (USA). The IHS Office of Information Technology (OIT) is the technology center for the Agency, providing infrastructure, office automation, and patient data services to these healthcare facilities, which include large hospitals, medium sized healthcare centers, and small clinics. Purpose. In response to the ever increasing requirement to reduce data center costs, OIT completed an internal study in Q2 2010 on server consolidation. This study determined that server virtualization, specifically using VMware, would be an acceptable solution for large Data Centers like those of IHS Headquarters. However, because of the complexity of the issues and the criticality of OIT IT services to the Agency, IHS requires an in-depth external assessment of the top twelve Data Center locations to identify the best consolidation methodologies, including but not limited to virtualization. Once complete, this assessment will be presented to OIT Management for review and approval before any implementation occurs. Objectives. • Optimizing, modernizing, and enhancing current operations, including hardware and storage expansion. • Developing consolidation strategies that meet the following Agency objectives: • Improving and reducing current costs associated with lifecycle management, power and cooling consumption, and data center footprint. • Improving overall usage of server resources for efficiency. • Improving Disaster Recovery capability and Business Continuity planning. Project requirements. This Request for Information is in regards to a potential Server Consolidation/Virtualization Assessment. The Indian Health Service is seeking information pertaining to how this assessment can be performed. We have multiple data centers at multiple locations with multiple server configurations all operating on the same network. Deliverables. 1.Capabilities analysis and gap analysis between the current environment and the best three potential solutions. 2.Report of findings and recommendations to both IHS Management and IHS technical staff. Anticipated period of performance. 05/01/2011 - 10/31/2011 Responses must be submitted electronically to Shannon Sartin at shannon.sartin@ihs.gov. All responses must be received no later than April 14, 2011 4pm PST. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
