Description
The VA Medical Center, Butler, PA is seeking professional A/E Services for Project #529-11-109, Replace Building Exterior Gas Line. Services include but are not limited to: Based on the scope of work, field survey, meetings, and construction budget, develop a schedule, specifications and working drawings for renovations/new construction. This work includes electrical, mechanical, architectural, asbestos abatement and site modifications. SPECIFIC TASK: Work shall include but not limited to: A/E is to provide a complete design to install a new building exterior gas line system throughout the Butler VA Campus. Design shall also provide a complete demolition of the existing building exterior gas line after the new building exterior gas distribution is installed and operational. The design shall address both the high and low pressure gas distribution. All building exterior gas lines shall be replaced under this design. A/E shall also provide a design to install a geothermal HVAC heat pump system for Building 4. The design shall address the phasing of this building from the current gas infrastructure to the new geothermal system. Design shall address the following: "Verify the required size of the gas line based on the current VA gas loads. "Routing of the gas line throughout the campus to provide the most economical routing. "Provide necessary phasing of demolition and construction of work to permit the functions of the VA Medical Center to remain. "Design shall address all VA and T.W. Phillips specifications and requirements. "A/E shall provide a life cycle cost analysis for the geothermal system proposed for Building 4. *Provide bid deducts as required. Design completion time is 120 days from date of notice to proceed. A/E shall be within a 250 mile radius of the Butler VA. Selection criteria will be in accordance with FAR 36.602-1 and VAAR 836.602-1, which at a minimum will include, but not limited to, the following short list criteria and selection criteria. Short list criteria will include the following: (1) Specialized in-house experience and technical competence of the firm (including a joint venture or association) with the type of services required. (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a term. (3) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. (4) Professional capacity of the firm to perform work (including any specialized service) within the time limitations. Unusually large existing workload that my limit A/E's capacity to perform project work expeditiously. (5) Past record of performance on contracts similar to this work. Include all past VA and/or Government contracts. (6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Selection criteria (1) Team Proposed for this Project, background of the personnel - Project Mgr, Consultants, other key personnel. (2) Proposed Management Plan - Team organization, design and construction phase, in-house capabilities. (3) Previous Experience of A/E firm - Project experience on contracts similar to this work. (4) Proposed Design Approach for this Project - Design philosophy and method of implementing, energy conservation/sustainable design, anticipated problems & potential solutions. (5) Location and Facilities for Working Offices - Prime and consultants. (6) Project Control - Techniques planned to control the schedule and costs, and Personnel responsible for schedule and cost control. (7) Estimating Effectiveness - Ten most recently bid projects. (8) Miscellaneous Experience & Capabilities - Energy conservation and new energy resources, CADD & other computer applications, Value Engineering & life cycle costs analyses, Past projects of this type, CPM & Fast Track Construction. (9) Insurance and Litigation - Types and amounts of liability insurance carried, and any litigation involvement over the last 5 years & its outcome, significant claims against the firm of improper or incomplete services. In accordance with P.L. 100-656 Small Business Competitive Demonstration Program Act of 1988, this is a Service Disabled Veteran Owned Small Business size procurement. The SF 330 form can be retrieved from www.gsa.gov, and may be supplemented to include all necessary information. Qualified firms must submit their completed SF 330, one electronic pdf copy to linda.bressler@va.gov, and two hard copy (no faxed copies) to Linda Bressler (101), VA Medical Center, 325 New Castle Rd., Butler, PA 16001, by 3:00 P.M.
