- Description: Sources Sought Notice. This announcement constitutes a Sources Sought notice for two energy absorbing Active Vehicle Barriers in accordance with FAR 7.102, FAR 7.103, FAR 7.104 and FAR Subpart 7.3. This notice is for information and preliminary planning purposes only. No proposals are being requested or accepted in response to this notice, nor will a contract be awarded from this notice. Purpose. The Public Works Department; Facilities, Engineering and Acquisitions Division of Naval Facilities Engineering Command (NAVFAC) NW is performing a market survey of potential sources for an energy absorbing Active Vehicle Barrier system to be installed at two Entry Control Points (ECP). Description The security barrier systems shall span the entire roadway: one measuring 24 across and the other 48 across. Contractor will furnish and install two energy absorbing active vehicle barrier systems. The system shall be rated K 12 (Department of State (DoS) standard SD-STD-02.01, revision A March 2003), as a result of testing and certification by a U.S. State Department Certified anti-ram testing facility. System shall meet the Uniformed Facility Code (UFC), selection and application of UFC 4-022-01 (SECURITY ENGINEERING: ENTRY CONTROL FACILITIES / ACCESS CONTROL POINTS) and UFC 4-022-02 (SELECTION AND APPLICATION OF VEHICLE BARRIERS). Responses Responses to this notice should be able to demonstrate the interested party s ability, capability and responsibility to supply the principal components of the description listed above. Offerors are requested and encouraged to comment on this Sources Sought notice with respect to commercial appeal to vendors. Offerors may submit a capabilities package with respect to the following: 1.Reduced risk. The barrier system shall by design inherently reduce risk of injury to vehicle occupants and property. Energy absorbing techniques shall be incorporated into the barrier design to reduce energy released at impact. 2.System rating of K12 (SD-STD-02.01) with a penetration of less than 3 feet. 3.Operation. Each barrier shall have its own control and operate independently from each other as well as simultaneously under necessary conditions. The barrier system shall be capable of being raised or lowered in less than 2 seconds and barrier direction shall be instantly reversible. 4.Foundation. The barrier system foundation may require an exaction depth of no greater than 18 as measured from the roadway surface. The foundation may utilize a rebar reinforced concrete slab to properly anchor the barrier. 5.Finish. Metal surfaces exposed to the elements shall be pre-treated using a zinc or iron phosphate pre-wash. Exposed surfaces shall be powder coat finished or liquid spray with UV inhibitors for extended paint life and oven cured for final moisture barrier. 6.All electric operation. The barrier system shall function without use of pneumatics, hydraulic pumps, cylinder, hoses or reservoirs. 7.Bi-Directional Barrier. The barrier system shall be designed to stop a vehicle attempting to gain unauthorized entry from either direction. 8.Reusable Re-settable Barrier. The barrier system shall be designed to be a reusable barrier and be re-settable in as little as 30 minutes after impact. 9.Weather conditions and temperature. The barrier system shall operate satisfactorily under the following environmental conditions: extreme temperature ranges of -10 to 110 , snow and ice, and flooding (up to 6 of standing water). All responses shall be in the English Language. Response shall also indicate NAICS code, DUNS number. NAVFAC NW requests your response by 14:00 PM (PST) on April 22, 2011. This is a Sources Sought notice and submissions will be used for informational and planning purposes only. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Government in identifying requirements to be consistent with industry capabilities. This notice does not constitute a formal Request for Proposal (RFP), nor is the government obligated to issue an RFP. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
