Description
THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED TOTAL HUBZONE, OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES TO SET THIS PROJECT ASIDE. (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (3 p.m. local Denver time) on April 14, 2011: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm's capability to bond for a single project of $13.5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of similar value road construction projects including roadway excavation, aggregate surface course, construction of concrete headwalls and reinforced concrete box culvert, and pipe culvert. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS : WY PFH 26-1(2), Sage Creek Road (State Highway 71, County Road 401, Forest Highway 26) begins in Rawlins Wyoming and proceeds South for approximately 53.4 miles where it intersects Wyoming State Highway 70. The project begins at approximate Milepost 9.5 and terminates at approximate Milepost 37 (the entrance to High Savory Dam). The project is located in elevation reaching 8100 feet with an anticipated construction season of 5-6 months per year. The work associated with this project consists of grading, drainage, aggregate surfacing, and incidental roadway improvements, predominantly along the existing alignment. The Base Schedule A begins at Milepost 9.5 and terminates at Milepost 23.5. Principal work items for the Base Schedule A include: 174,000 cy of roadway excavation, 116,000 ton of aggregate surface course, 18 concrete headwalls, 110 lf of 10' x 10' reinforced concrete box culvert, 1240 lf of pipe culvert ranging in size from 18-inch to 84-inch diameter, 1,500 cy of riprap, 36,000 lf of barb wire fence, two-36-foot cattleguards, 260,000 sqyd of placing conserved topsoil-3 inch depth, along with associated traffic control and equipment/flagging, soil erosion control, and survey and staking. There are two optional schedules: (1) Option X - grade, drain, and aggregate surfacing of 2.58 miles of roadway predominately along the existing alignment extending schedule A to the South; (2) Option Y - grade, drain, and aggregate surfacing of 6.40 miles of roadway predominately along the existing alignment extending Sage Creek road South from the end of Option X. Principal work items on Option X include: 12,500cy of roadway excavation, 22,000 ton of aggregate surface course, 5,600 lf of barb wire fence, 33,000 sqyd of placing conserved topsoil-3 inch depth, along with associated traffic control and equipment/flagging, soil erosion control, and survey and staking. Principal work items on Option Y include: 44,000 cy of roadway excavation, 55,500 ton of aggregate surface course, 18 concrete headwalls, 110 lf of 10' x 10' reinforced concrete box culvert, 556 lf of pipe culvert ranging in size from 18-inch to 36-inch diameter, 1,500 cy of riprap, 12,000 lf of barb wire fence, one-36-foot cattleguards, 75,000 sqyd of placing conserved topsoil-3 inch depth, along with associated traffic control and equipment/flagging, soil erosion control, and survey and staking. It is anticipated that this project will be advertised in early May with construction beginning in late July, 2011 and extending up to two construction seasons. Estimated cost for the base schedule and both options is $7.0 to $13.5 million.
